Purpose of the Role
The Senior Work Health Safety Advisor supports the Assistant Director, Work Health and Safety, in the day-to-day management of WHS governance within the People Branch of the Enabling and Regulation Group. This includes participating in section planning for short-term tasks and contributing to strategic planning for long-term initiatives. The role involves managing moderately complex to complex work, which may be sensitive in nature, under limited direction. The Senior WHS Advisor will utilize their expertise and knowledge in WHS, with a specific focus on event-related matters. As part of the Work Health and Safety team, the Senior WHS Advisor reports directly to the Assistant Director, Work Health and Safety.
Key Position Responsibilities WHS Planning & Strategy Development: Exercise delegations under the Work Health Safety Act 2011 to develop, implement, and evaluate effective safety and wellbeing strategies in line with best practices and legislative obligations. Client-Focused Advice & Reporting: Deliver high-quality, timely, and client-focused advice, assistance, and reporting on WHS functions across the agency. WHS Management System (WHSMS): Develop and maintain a WHSMS to minimize the risk of injury or illness in the workplace. This includes creating procedures, guidelines, templates, risk assessments, and audits to reduce risk and improve organizational safety outcomes. Complex Issue Analysis: Provide analysis on complex issues and contribute to policy formulation and project management activities. Reporting & Monitoring: Monitor and report on WHS audit results, corrective actions, and compliance to the Executive Leadership Team (ELT). Stakeholder Management: Develop and maintain key relationships, managing stakeholders to achieve work area and agency goals. Represent the agency by promoting its interests in various forums. Decision Making & Communication: Make decisions using expertise and judgment, ensuring compliance with relevant legislation, regulations, best practices, and operating instructions. Preparation and Delivery Activities: Contribute to preparation and delivery activities in accordance with the established framework. Additional Duties: Perform other duties or assume responsibilities as directed by the Assistant Director, Safety and Wellbeing. Additional Responsibilities During an Event Ensure that all locations and facilities meet WHS standards and requirements. Ensure that all additional staff are aware of their WHS responsibilities, including who to contact in the event of an injury or illness. Key Organisational Accountabilities Adherence to Values and Policies: APS Values and Code of Conduct. Relevant Values and Commitments Work Health and Safety Frameworks: WHS Policy, WHS Due Diligence Framework, Fatigue Management and Prevention Policy, Rehabilitation Management System (RMS). Other Frameworks and Policies: Commonwealth Resource Management Framework and Procurement Framework, Relevant frameworks, instructions, policies, and procedures. Essential Requirements Security Clearance: Baseline required Character clearance, including a police check. Qualifications, Skills, and Experience: Mandatory: Certificate IV in WHS or significant experience in the Work Health and Safety field. In-depth knowledge of developing and implementing people management initiatives, policies, and procedures. Experience in successfully setting priorities and delivering quality results within specified timeframes. Proven ability to communicate effectively while anticipating stakeholder needs and expectations across a geographically dispersed network. Strong analytical abilities with the ability to propose and facilitate change. Demonstrated integrity in achieving results within legislative and policy parameters. Desirable: Knowledge of, or the ability to quickly gain knowledge of, relevant law and practice. Other Requirements: Political neutrality, Australian citizenship.
