The Planning and Strategic Performance Unit forms part of the Policy and Performance Division, which comprises several areas all reporting to the Executive Director.
You will lead and manage a range of high-quality corporate services to the Queensland Police Service, including high-level advice and support to the Executive Director, Policy and Performance Division and the Commissioner of Police.
You will have direct oversight and be responsible for a range of strategic planning, performance, reporting and State Budget functions for the Queensland Police Service (QPS).
Inform and support strategic planning and decision making in the QPS including environmental scanning and operational planning. Provide transparency and accountability through organisational reporting and strategic performance management. Deliver strategic budget services. As part of this role, you will also collaborate with internal and external stakeholders to support organisational change and key QPS projects and initiatives.
The core capability requirements for this role are: Lead the provision of high-level agency strategic services and advice across a broad range of business areas that support strategic goals and business objectives, which may include:
- strategy and policy development and implementation.
- management of portfolio legislation.
- high-level planning related to budgets, performance, and reporting.
- corporate governance.
- development of a Portfolio Management Office and major projects framework.
- high-level advocacy on high priority issues of strategic significance for the Service.
- development of business cases and other complex submissions and documents. Lead the provision of high-level research and critical analysis to ensure complex submissions and reports to the Executive Leadership Team, Board of Management, the Minister, Cabinet and other key stakeholders are timely and accurate. Build, influence and sustain partnerships and networks with key internal and external stakeholders and negotiate outcomes to support the achievement of organisational objectives. Oversee responses to ministerial and executive correspondence, provision of feedback on discussion papers and responses to proposed policy or legislation changes impacting on the agency. Represent the Service at a senior level as required, including liaising with other agencies on a range of current and future issues. Lead, develop and manage project team members providing support and assistance, direction on work priorities, ensuring that the branch is able to leverage existing resources to deliver desired outcomes.
