The Director Clinical Operations is responsible for delivering frontline operational ambulance services within the operational area controlled by the respective Operations Centre, ensuring the delivery of high quality, timely and patient focussed ambulance services to the Queensland community.
The position is responsible for total oversight of operations to support, maintain, and strengthen the QAS response to business-as-usual operations, periods of escalation, major incidents, disasters, & scheduled events.
The Director Clinical Operations will lead & guide all aspects of ambulance operations and clinical performance, ensuring the organisational strategic direction is delivered, maintaining operational & tactical oversight of ambulance operations.
The Director Clinical Operations will provide critical systems leadership to frontline operational supervisors.
Key Responsibilities Lead, direct and manage all operational and tactical ambulance operations and performance within the region. Ensure the region integrates its operational service delivery with the broader ambulance and health system through collaborating with Queensland Health, other health service providers, professionals, specialist business teams and vendors to deliver fit-for-purpose ambulance services, ensuring a high standard of quality, economy and safety are achieved. Implementation of priorities, statewide programs, initiatives, and service delivery expectations within governance frameworks in support of strategic objectives. Identify and investigate innovative approaches to ambulance service delivery and develop strategies for their adoption. Uphold the QAS Statement of Commitment to Aboriginal and Torres Strait Islander peoples and Cultural Safety Policy Statement and prioritise safe, effective, quality healthcare that is free from racism and discrimination. Contribute positively and provide expertise, advice and support to emergency management incident planning and preparedness activities, including specialist operational support and ensuring capability in the event of a major incident or disaster. Ensure the region has the capability to operate effectively and successfully deliver quality frontline ambulance services (including during major incidents and mass crowd gatherings) by: Identifying, documenting, evaluating, and reporting on regional operational performance, rectifying all identified risks and issues as they relate to operations. Providing ongoing oversight, leadership, and management support across regional operations, including developing and implementing plans, procedures, and service improvement initiatives to achieve required standards and performance targets. Ensuring optimisation of resource utilisation to ensure a high state of operational readiness across the region. Measuring and monitoring performance and identify trends in service demand and operational outcomes to drive innovative solutions that will achieve sustained levels of performance. Implement, monitor, and analyse clinical KPIs and clinical strategies to enhance the efficiency and effectiveness of the clinical operations within the QAS. Support patient safety and improved clinical care through active participation in safety and quality committees, clinical audits, peer reviews and clinical quality assurance processes. Other duties as directed in line with relevant qualifications and training. Demonstrate a commitment to continuing professional development by attending relevant seminars and conferences to maintain up-to-date knowledge of clinical and strategic management practices, including any mandated requirements. Represent the QAS and/or the Commissioner in consultations, meetings and forums with a broad range of stakeholders, including representing the QAS in the media as required. Champion workforce flexibility, diversity, and inclusion in the QAS by leading the development and implementation of programs which support relevant government and QAS flexibility, diversity and inclusion initiatives. Lead and manage staff in emergency management capability for disasters, major incidents and mass crowd gatherings, in close consultation with the Director Operations - Emergency Management, State Headquarters. As a leader, actively demonstrate and promote the QAS's approach of zero tolerance towards violence and commit to supporting those affected by domestic and family violence in accordance with QAS policies and mechanisms. Model and influence a workplace culture of gender equality, respectful relationships, diversity, inclusion, employee safety and support. Fulfil the responsibilities of this role in accordance with Queensland Public Sector and QAS values.
