The Queensland Train Manufacturing Program (QTMP) is a multibillion project starting in 2023 with an estimated full train sets manufacturing and delivery by the end 2031. The project includes the design, construction and commissioning of: a new manufacturing facility in Torbanlea, 65 EMU train sets (390 cars) and a new maintenance facility in Ormeau in Queensland. The new train sets will be manufactured, tested and delivered from Torbanlea Manufacturing Facility. The state of art train design for safety, communications, security, accessibility, amenity and comfort for the passengers and rail operational staff will meet all specifications and latest standards requirements.
A combined local and overseas design engineering team will be integrating the train subsystems design and delivering the manufacturing documentation for the trains to be manufactured at Torbanlea Manufacturing Facility in cooperation with Fraser Coast and Queensland rolling stock equipment local suppliers. The local design team will be working with the overseas design team and local and overseas suppliers to assure the train sets design submissions, compliance, manufacturability, reliability, maintainability and safety for the train's operational life of minimum 35 years.
ROLE OVERVIEW The QTMP Project Manager leads the Queensland Train Manufacturing Program, overseeing the timely delivery of all project deliverables across commercial, financial, engineering, procurement, and manufacturing functions. The role involves motivating the project team, ensuring rolling stock delivery aligns with engineering requirements, and collaborating with the HQ Project Team, Head Contractor, and suppliers. Additionally, the Project Manager develops strategies to meet client expectations, manages project risks to optimise profitability and reputation, and maintains strong relationships with partners and major suppliers while overseeing variations and directions from customers.
KEY RESPONSIBILITIES and ACCOUNTABILITIES Manage the project management, commercial, financial, engineering, procurement and manufacturing departments.Manage project interfaces and commercial matters of the Rolling Stock Subcontract and Joint VentureCollaborate with internal stakeholders to document and project scope, deliverables, goals, risks, success measures, and estimated resources needed.As a leading role, the Project manager is directly responsible for:project remaining in the contractual scope and meeting budgetary, scheduling milestones and quality contractual requirements.leading and directing project functions mangers as per agreed actions with project directors of Head Contractor and Customerthe development of contract variations for project, collaborating with all other functions, subcontractors and partners as applicable. the project payment claims preparation and submissions including the bonding arrangements. insurances, including supporting documents both internally and via subcontractors.the development, update and conclusion of contractual claims for ongoing project activities. participating in and managing agreements on commercial issues for the project.the review, assessment and mitigation of contractual and commercial risks for project.the preparation and management of consultancy, sub-contract and project related agreements.reviewing of commercial and financial performance of projects with project functions managers.the development, update and conclusion of contractual claims for ongoing project activities.assuring bonds management including coordinating bonds release through finance.ensuring appropriate insurance cover and certificates of currency appropriate for the project.providing project status reports and updates as per contractual and internal requirements.preparing, reviewing and finalizing the project progress reports to external and internal stakeholders.dealing and proposing solutions for the project management issues.
