Following the widespread rainfall and riverine flooding across the Western Downs Region between November 2021 - May 2022, substantial damage was incurred on Western Downs Regional Council's (WDRC) transport infrastructure network.
Under the Queensland Reconstruction Authority's (QRA) guidelines this work must be completed by 30 June 2024, WDRC is striving to complete these works in 18 months upon award of the project management team.
The 2021/22 Flood Damage Restoration Delivery Program Management Team duties include: Responsible for the flood damage restoration works delivery program in accordance with WDRC's and QRA's processes and procedures.
Review and package the Restoration of Public Assets (REPA) submission into deliverable packages over an 18 month period, including request for quotes/tenders, quote/tender evaluation and award, and contract management.
Provide regular progress reports, delivery updates and cost reports to Council's Works Manager - Flood Damage and Senior Infrastructure Business Officer to meet the Queensland Reconstruction Authority (QRA) reporting requirements - this includes all matters regarding approved REPA submissions, including progress claims and escalation of works as necessary.
Review and compile progress claims for QRA DRFA submissions pertaining to the 2021/22 Flood Damage events - specifically the Reconstruction of Essential Public Assets submissions and may be requested to assist with Council's internally delivered Counter Disaster Operations (CDO), Emergency Works (EW), Immediate Reconstruction Works of Essential Public Assets.
Manage and co-ordinate external contractors delivering the work packages.
Regular site inspections of the physical work on site to ensure it is being delivered to a high quality and in accordance with WDRC and QRA's requirements.
This will include producing photographic records and inspection reports summarising the works on site.
Regional travel to inspect the works.
Review and sign off of contractor quality and safety documentation.
Review payment claims including developing payment schedules and payment certificates.
Produce internal memorandums recommending payment for internal approval purposes.
Provide oral reports on the progress of works on site ensuring that risks and opportunities are understood.
Work collaboratively with Council Staff.
Issue written instructions to the contractor(s) in accordance with the contract conditions as approved by Council.
Work in accordance with Council's Values of Safety, Respect, Teamwork, Accountability and Leadership.
