Procurement Specialist

Details of the offer

This position is located in the Office of Small and Disadvantaged Business Utilization, Bureau of Administration (A/OSDBU), in the U.S. Department of State (DOS). The incumbent serves as a senior authority and advisor to the Director, promoting the various socioeconomic procurement preference programs legislated by the Small Business Act and its amendments.
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
Specialized Experience: Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: Experience serving as an advisor and/or consultant on programs and matters relating to small business programs. Experience developing policies, establishing procedures and providing direction and guidance for a small business program. Experience formulating policies and procedures for locating small disadvantaged, women owned, 8(a) firms, HUB Zone and service-disabled veteran owned small businesses. Experience analyzing and evaluating acquisition policies and procedures to provide small businesses with opportunities to fully participate in procurement programs. Experience providing advice to small business sources concerning contracting and subcontracting opportunities. Experience gathering information, analyzing data and preparing draft reports for responses to mandatory reporting requirements. There is no substitute of education for specialized experience for the GS-14 position.
