Opportunity for a highly skilled professional with experience in procurement of services to join our not-for-profit organisation Full-time (1.0 FTE), Permanent role Base remuneration starting at approx.
$70K p.a.
+ superannuation + salary packaging Generous NFP salary packaging options up to $18,550 Docklands office location with option to work some days at home The Procurement Officer will be responsible for supporting, administering, and maintaining a comprehensive and integrated contract, tender and procurement service to all stakeholders at NWMPHN across a range of business units.
The role will also identify, support and embed systemic changes in the procurement and contracting areas to reduce variability of practice, build staff and organisational capacity around procurement and contract management, and add value across the commissioning cycle through supporting robust procurement, contract and performance management processes.

What are PHNs? PHNs have been established with two key objectives:
Increasing the efficiency and effectiveness of services for community members, particularly those at risk of poor health outcomes Improving coordination of care to ensure people receive the right care in the right place, at the right time A typical week may include: Leading and supporting multiple procurement activities in various stages of the commissioning cycle. Supporting the procurement team in promoting and maintaining current and best practice procurement and contract management across the NWMPHN. Supporting the development of key documents with review and providing feedback.
Documents include but are not limited to; procurement planning documents, risk assessments, tender documents, analysis and recommendation reports, variations, and contracts. Working with team members to ensure all relevant databases and registers are maintained including the Contract Management System (CMS), Conflict of Interest Register, Tenderlink, and more. Developing and providing regular reports on procurement and commercial details including monthly pipeline and contracting activities, risk assessments, Commissioning, Quality and Performance, and other statistics as required to inform planning and decision making. We are looking for someone who has: Significant prior experience in procurement in a multi-faceted and complex organisation and demonstrated knowledge of procurement policies, legislation, standards, and procedures Demonstrated experience and knowledge of contemporary issues in procurement, contracts and tendering. A well-developed understanding of how to manage procurement and contracts within the health sector's commissioning of health services (preferred). Demonstrated ability to prepare, review and amend end to end procurement documents including procurement plans, Request for Tender's (RFT), Request for Quotes (RFQ), Variations and Contracts with commercial knowledge (using pre-established agreement templates). Demonstrated experience in using online systems, software, and databases to manage procurements, information and contracts effectively (Contract Management System, Customer Resource Management, Tenderlink, SharePoint, DocuSign, Adobe Sign, Adobe Pro).
