Purchasing, Procurement & Inventory (Manufacturing, Transport & Logistics) Full time $135k - $150k p.a. + 11.5% Superannuation WA Primary Health Alliance (WAPHA) is a not-for-profit organisation that operates 3 of the 31 Primary Health Networks (PHNs) spread across Australia. We are guided by our Strategic Plan 2023 - 2026.
Established in 2015, the PHN Program aims to strengthen and sustain primary health care through partnerships and strategies that demonstrate a one health system philosophy, improve people's access to services and hence their health outcomes.

Your opportunity to make a profound difference begins here. This role is pivotal within WA Primary Health Alliance, focusing on the development and management of commissioned services contracts. The role entails leading a dedicated team responsible for ensuring that all contract-related activities are aligned with WAPHA's strategic priorities and objectives. This includes tasks such as recruitment, coaching, and training team members, as well as consistently reviewing and aligning team focus and deliverables. The incumbent will also be responsible for maintaining relationships with service providers, ensuring accountability for the delivery of contracted services, and managing service provider contracts effectively. Additionally, the role involves contributing to the development and maintenance of WAPHA's policies and procedures related to contract management, analysing contract management demands and trends, and providing specialist advice to key stakeholders.
Key tasks and responsibilities: Lead and manage a dedicated team responsible for contract development and management of commissioned services. Ensure accountability for the delivery of contracted services and manage service provider contracts effectively. Represent WAPHA in developing and maintaining productive relationships with service providers at a senior level. Analyse contract management demands and trends to develop long-term regional strategies and plans associated with commissioned activity. Identify opportunities and develop innovative strategies to improve the procurement of services and management of contracts with service providers. Monitor and ensure compliance of procurement/contract management processes, procedures, and documentation in accordance with WAPHA's policies. Provide specialist contract management advice to key internal and external stakeholders. Drive continuous improvement of the Commissioned Services portfolio through the implementation of improved contract management methodologies, tools, and techniques. Provide leadership within the sub-unit team, promoting accountability and expertise development aligned with policy-driven pillars. Improve people leadership responsibility across the contract management team, fostering high engagement levels. Demonstrate excellent active listening skills and establish strong relationships with stakeholders. Utilise negotiation skills to influence others toward common goals and support change management activities. Communicate effectively, navigating complex performance conversations and engaging with senior leadership. Coach and lead the Contracts team to foster a high-performance culture, identifying informal coaching opportunities. About you To be considered for this role, candidates must meet the following selection criteria: Essential experience and education Tertiary qualification in a health-related field or equivalent working experience. Demonstrated ability to manage and lead high-performing teams. High-level experience and knowledge of contract management principles, including complex and high-risk negotiation, financial management, and contract preparation and performance management. Knowledge and experience in the healthcare and human services sector. Exceptional interpersonal, oral, and written communication skills, with the ability to establish and maintain professional relationships with key stakeholders. High-level analytical and problem-solving skills along with strong attention to detail. Demonstrated highly developed organisational skills, with the ability to manage priorities and meet deadlines and timeframes.
