Labour Hire Licensing Compliance; Industrial Relations; Brisbane/Brendale
The Labour Hire Licensing Compliance Unit (LHLCU) is seeking compliance specialists with an interest in making a positive impact on protecting vulnerable workers in the labour hire industry. Labour hire is a type of employment where a labour hire provider hires out workers to a host employer/user, and is commonly used in the agriculture/horticulture, security, construction, mining and healthcare industries. The LHLCU regulates the labour hire industry throughout Queensland.
As a Principal Inspector, you will be involved in activities relating to licensing of labour hire providers (including risk assessments and audits of licence applications) and investigating non-compliance (including evidence gathering for the purpose of compliance actions such as prosecutions), and stakeholder engagement. The role involves field operations, requiring travel throughout Queensland.
Conduct compliance activities (risk assessments, audits of licence applications, licensee reviews and investigations of offences) and draft related reports, correspondence and notices under the Act,that demonstrate a strong understanding of administrative decision-making principles. Produce quality case files and provide advice on their progression. Provide authoritative and professional information on labour hire legislation and conduct in-person community education for labour hire businesses, workers, industrial organisations, the legal and accounting professions and the public in both regional and metropolitan areas of Queensland. Provide leadership, training and mentoring for other members of LHLCU. Interpret the Act and relevant laws to provide advice about the operation of the Act, identify novel issues and exercise statutory powers appropriately. Recognise and analyse compliance risk on a case and systemic level and use evidence to make recommendations about risk treatment. Demonstrate an ability to conduct both the field and office-based compliance activities of the role (see Key Responsibilities above) including producing well written, evidence-based decisions having regard to a statutory framework. Demonstrate communication and interpersonal skills as evidenced by the ability to effectively liaise with employers and employees within the private sector, deliver presentations and prepare and present detailed written submissions and reports. Demonstrate strong legislative interpretation skills and have a sound knowledge of contemporary issues, legislation and policies relating to labour hire and other relevant laws. Demonstrate well-developed analytical and legislative interpretation skills including the capacity to assess compliance risk, interrogate financial data and make recommendations for appropriate compliance strategies to address risk. Show proven leadership and mentoring skills with the ability to respond to and/or initiate strategies for continued improvement to business performance, and commitment to the cultural values of OIR.
