About the role Working closely with the Manager, Strategic Policy, the NHVR is looking for a Policy Advisor who is experienced in regulatory policy development and implementation. Working within the boundaries of the Heavy Vehicle National Law (HVNL), you will develop strategic regulatory policy to improve safety across the heavy vehicle industry and contribute to the NHVR's strategic objectives.
Accountabilities include, but are not limited to:
Assist with developing and implementing regulatory policy and other research projects. Assist with delivering heavy vehicle reform including contributing to the NHVR's response to the review of the Heavy Vehicle National Law (HVNL). Develop and implement strategic heavy vehicle policy in alignment with the broader NHVR's strategic plan. Provide evidence-based advice to support informed decision-making on a range of legislative, strategic and operational policy matters relevant to the NHVR. Conduct research and analyse regulatory compliance and enforcement data, issues and trends to support policy decision-making. Proactively contribute to the development, implementation, evaluation and continued improvement of strategic policy and legislative frameworks. Prepare a range of complex policy documents including briefing notes, policy position papers and options, reports, procedural documentation, templates and other sensitive correspondence. This is a permanent full-time role based in Brisbane. Frequent intra and interstate travel may be required as part of this role. Ideally, you will demonstrate your policy skills and practical experience in a similar role. The ideal candidate will also work well within a supportive and experienced team and have experience in a similar position developing and implementing policies.
Motivated to contribute to outcomes, you will be an out of the box thinker, who thrives on solving complex technical matters through collaboration. You will have the ability to work independently and contribute effectively, in a supportive team environment whilst maintaining a high level of work ethic. The role has a number of projects on the go at any one point in time, and requires high level problem-solving, creativity, perseverance, as well as solid planning, time management and prioritisation skills.
Excellent written and verbal communication skills are essential. You will need to be able to build rapport and develop strong stakeholder relationships across multiple sources, take end-to-end responsibility for a body of work, and manage expectations and deliverables. You will need to leverage these relationships to seek the appropriate advice and information required to inform your decisions, as well as negotiate outcomes and overcome challenges.
Previous experience in strategic policy development and/or a law reform project, as well as experience in a regulatory background, is preferrable. Tertiary qualifications in Public Policy or Law are highly regarded.
