About the role: Working as part of the Emergency Management Operations and Response team, the Operations and Response Logistics Officer is responsible for the technical and strategic management and delivery of the emergency management logistics capability and functions for the Department of Health. The role's principal focus is ensuring resources (other than people) are fit for purpose and able to be accessed quickly and are ready at all times.
This role will undertake Emergency Operations functions including the role of State Duty Officer on a rostered and on-call basis. This role will also contribute to the 24-hour, 7-day-a-week preparedness and operations of state-wide emergency response activities in line with departmental guidelines.
Suitable applicants will be able to demonstrate: Monitor, review and enhance the emergency management logistics capability for the department in readiness and response to and recovery from class 1 and class 2 incidents and emergencies.Develop, implement and maintain standardised operating models for logistic functions for class 1 and class 2 incidents and emergencies.Ensure the department has appropriate logistics systems, resources and equipment to meet emergency management requirements and legislative obligations.Lead and coordinate key logistic requirements to ensure the SEMC and its alternative locations are ready for activation 24/7 for response to class 1 and class 2 incidents and emergencies.Develop, implement and maintain the SEMC business continuity plan and all activities required to ensure the resumption of the centre and its functions within the expected timeframes as described in the Divisional Business Continuity Plan.Ensure the SEMC is available and fit for purpose as the alternative State Control Centre, should it be required.Ensure deployable capabilities have the equipment they require to effectively respond to class 1 and class 2 incidents and emergencies (including but not limited to DH regional teams, Liaison Officers, VMAT, FEMOs).Pro-actively build and maintain positive relationships with key stakeholders and develop options for implementing innovative strategies to facilitate effective service delivery.Represent the department with industry, inter- and intra-government, not-for-profit bodies and community services organisations concerned with achieving government and departmental objectives.Highly developed influencing and negotiation skills, with the ability to use direct and indirect influencing strategies to gain agreement to proposals and ideas and explores alternatives to gain agreement without foregoing key objectives.Demonstrates high level of awareness of own strengths and areas needing development.Identify and implement enhancements and future requirements of the State Emergency Management Centre (SEMC) and ensure interoperability with Ambulance Victoria, State Control Centre and partner responding agencies.Undertake quality assurance and compliance activities to meet emergency management logistics obligations and responsibilities.Lead, coordinate and maintain the end-to-end processes for maintaining and accessing all stockpiles including but not limited to the national medical stockpile, community bushfire kits and High Consequence Product Transport stock, Radiation response stock.Lead coordinate and manage all procurement and contracts for the SEMC and pertaining to the operational readiness for 24/7 arrangements and response to class 1 and class 2 incidents and emergencies.Lead coordinate and manage all rostering, finance, fleet, PPE, uniforms and records management processes for the 24/7 arrangements and response to class 1 and class 2 incidents and emergencies.Ensure incident and response urgent procurement processes align with the DH Emergency Procurement Plan and operational staff are trained and experienced in the management of response procurement.Develop, implement and maintain all logistics processes for the AIIMS Logistics Function, including but not limited to sign in/out processes, time records, reconciliation, finance, rostering, records management.Working with the Emergency Management Workforce team, ensure all AIIMS Logistics Function staff (including surge staff) are trained and supported to deliver the logistics function during an activation.Research and review other organisations within and external to the State with the intent of establishing best operational practice.Contribute to broader emergency management arrangements, incident management and response activities as directed.
