Main Purpose The Chief Controller leads the broader operations team to ensure the delivery of an exceptional customer experience through safe and reliable Metro service operations and timely and accurate customer communication.
Provides support and strategic advice to the Head of the OCC, ensuring continuous improvement in the safe and efficient operation of the OCC and the wider network.
Ensures Minimum Operating Standards (MOS) are met and maintained throughout commercial service hours.
Responsible for the delivery of operational KPIs to meet or exceed contractual obligations.
Accountabilities Ensure compliance with the key values of the organisation in all parts of the role.Ensure safety remains a core priority in all actions within this role, including the identification of hazards, recording of risks, and implementation of controls in accordance with the correct procedure.Ensure accountability and sustainability for the environment.Main Responsibilities The responsibilities of the OCC Chief Controller will evolve over time from a project-focused role in the Design & Construction (D&C) Phase with strong involvement in the production of RATP Dev Western Sydney Airport (RDWSA) operational documentation to an operational role in the O&M (Operation & Maintenance) phase of the project with a clear focus on delivering high-level quality service to RDWSA customers.
D&C phase (business hours evolving to shift hours in the end of the D&C phase) Operational Readiness activities Contribute to the Verification and Validation process (gate reviews, production, milestones, evidence) defined by D&C.Development of the RDWSA network rules and procedures, plans, SOPs, and other procedures to facilitate safe, reliable, resilient, and world-class customer-driven GoA4 Metro operation.Work with the Customer Service team to develop an end-to-end process.Systems knowledge acquisition and training delivery Developing knowledge and competence in operating all OCC systems.Preparation and delivery of training packages for on-boarding TC, SIC, and FC.Test and commissioning participation Participate in the Testing & Commissioning activities led by D&C.Control train movement in the OCC in concordance with D&C Network rules.O&M phase (shift worker, 24/7 role) Delivery of the service In charge of daily operations.TC & SIC qualified.Coordinates activities at the OCC and supports other controllers.Development and team building towards professional behaviour.Manages overall supervision and coordination of train service delivery from the OCC.Ensure all permits to works are surrendered and the system is ready for operations as per the Transport Plan Safety.Supervises set up of maintenance works during engineering hours.Is responsible for authorising access to tracks Permit to Work (PTW) and Access Control (AC) processes.Liaison for planning maintenance works and engineering hours.Oversee delivery of all activities across OCC/network.Quality Environment and Safety In charge of operational safety.Chief Warden Training.In the event of an incident or emergency, provide command and control, advise senior management, allocate response teams, and liaise with external response teams.Responsible for the global security of customers and staff safety.Reporting and Assessment Responsible for collecting operational data in the operations logbook.Review the System Safety Assurance Plan.Review and assess the Preliminary Hazard Analysis (PHA) and System Hazard Log (SHL) at system level.Review and assess the Sub-System Hazard Identification (SSHI), Sub-System Hazard Analysis (SSHA), Sub-System Failure Mode and Effect Analysis (FMEA).Review and assess the exported constraints to the operator.Participate in the hazard and risk review processes as a Subject Matter Expert (SME).Communication Coordinate overall communications between OCC and internal/external parties.Communicate instructions clearly to the OCC team.Any other appropriate duties as directed by RATP DEV.
