Context:
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM activities that cut across these areas include the promotion of international migration law, policy debate and guidance, protection of migrants' rights, migration health and the gender dimension of migration.
Under the overall supervision of the Chief of Mission Australia and Coordinator for New Zealand, and direct supervision of the Head of Programmes, the successful candidate will be responsible and accountable for managing IOM-Australia regular pathways initiatives, with focus on labour mobility. The incumbent will work in close coordination with country offices in the Asia Pacific region, Regional Office in Thailand, and IOM Headquarters in Switzerland as well as liaison with donors, government partners, UN entities, NGOs, national and regional organizations in the successful implementation of programs and initiatives.
Core Functions / Responsibilities:
Assist in the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor's requirements.
Keep the supervisor informed on the status of project implementation; identify gaps and suggest actions to improve implementation.
Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures.
Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.
Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.
Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.
Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums.
Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.
Supervise and provide training and technical guidance to project staff.
Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
Perform other related duties as required.
Required Qualifications and Experience
Education
Master's degree in Political Science, International Relations, Migration Studies, Development Studies, International Law, Human Rights, or a related field from an accredited academic institution; or
University degree in the above fields with two years of relevant professional experience.
Experience
Experience in developing and implementing programmes related to regular pathways, labour migration, international labour recruitment, and enhancing the benefits of safe and fair migration, including in partnership with regional organizations;
Strong knowledge of and commitment to gender equality and human rights;
Demonstrated experience in project development, implementation, analysis and evaluation, including budget planning and monitoring;
Experience in liaising with regional organizations, governmental and diplomatic authorities and international organizations and any other concerned agencies and working groups;
Previous working experience in the region is an advantage;
Strong quantitative and qualitative research skills, proven experience in sociological field research an advantage.
Skills
Knowledge and understanding of labour migration issues and key players in the Pacific region, in particular in the fields of migrant worker protection, ethical recruitment, and other aspects of labour migration policies and practices;
Excellent writing and communication skills;
Strong interpersonal skills and ability to maintain trust and good working relationships with counterparts;
Capacity for creative and strategic thinking;
Team-oriented, but with capacity to work independently and with minimal supervision;
Personal commitment, efficiency, and flexibility;
Strong organizational and time management skills, and ability to deliver under tight timelines;
Understanding of IOM policies, procedures and institutional tools will be considered an advantage.
Languages
Fluency in English  is required (oral and written).

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
