City on a Hill began with a small team and a big vision to make a difference in our world for the glory of God.
Since our inception in Melbourne in 2007, we have witnessed a special work of God's grace as he has united hundreds of men and women around the mission of 'knowing Jesus and making Jesus known'. City on a Hill is now a movement of ten churches in six cities.
While our story is characterised by constant change and growth, we have maintained an enduring commitment to Christ and his call on our lives in this generation. We are committed to raising up gospel hearted leaders, to build healthy churches, which will reach and serve cities with the gospel of Jesus.
Across City on a Hill, and our related ministries, we currently have 64 employed staff (50 FTE), with rapid growth forecast for the coming years in accordance with our vision and plans ahead.
The Movement Operations Manager will join the senior leadership team of City on a Hill, and will be responsible for leading and overseeing effective centralised business services of the City on a Hill movement. This important role will oversee a range of operational functions that support the unity, health and growth of all City on a Hill churches and ministries, and will play a vital role in scaling and expanding our operational capacity for future growth.
The Movement Operations Manager will be a servant leader, passionate about using their operational skills and abilities to advance the gospel of Jesus in our world. The role would currently include direct line management of 4 department managers, and oversight of the wider central operations team.
This is a full-time role, reporting to the Executive Pastor / COO.
KEY DUTIES & RESPONSIBILITIESOperation leadershipLead and oversee the centralised business functions, including finance & payroll, HR, IT, database and systems, compliance and legal, safeguarding, risk management, administration, venues & facilities.Ensure efficient and effective operations systems and processes support the health and growth of our local churches and movement ministries.Proactively identify opportunities to streamline systems, improve operational efficiency, and support sustainable growth.Expand and scale the operational capacity of City on a Hill to continue growth through church planting and towards our ten cities vision.Monitor and manage organisational compliance with various legal, regulatory, and denominational requirements.People management and developmentLead and develop an engaged and high performing team of operations staff, embodying the City on a Hill cultural distinctives of: gospel confidence; unity and trust; innovation and excellence; cultural engagement; humble, courageous, sacrificial leadership.Oversee the professional development of operations staff, including pathways for growth and advancement in skills and experience.Strategic leadershipReport to and work collaboratively with the Executive Pastor / COO, providing timely and strategic operational advice and support.Contribute as a member of the City on a Hill Movement senior leadership team, supporting and enabling the missional strategy.Ensure that operational strategies are aligned with the wider City on a Hill vision and mission.Develop and foster positive working relationships with local lead pastors in unity of shared mission and alignment towards the same objectives.Facilitate strong collaboration between the central operations team and local staff teams, ensuring local needs are met while maintaining alignment with movement-wide goals.Report to and work collaboratively with respective governance councils and committees in support of healthy operations.Build and maintain relationships with key external partners that support the church operational requirements.Serve as an active member of a local City on a Hill church.Represent City on a Hill as a senior leader within the Movement, with integrity, humility, and Christ-like character.Commit to personal prayer for the mission of City on a Hill.Specialised portfolio (optional)In addition to the above generalist duties, the successful candidate may additionally include within their direct leadership a specialised operations portfolio. Any such variation to the position description would be determined in consultation with the successful candidate, with consideration to individual skills, experience, and strengths.Specialised portfolios may include direct involvement in: finance, risk & compliance, IT, facilities management, legal, and/or as company secretary.KEY SKILLS, COMPETENCY & CHARACTER REQUIREMENTSA vibrant and active faith in Jesus, and a passion to see the good news of his gospel transform cities and communities.Willingness to commit to the mission and vision of City on a Hill, including as an active member of a local City on a Hill church.Tertiary qualifications in business administration, management, or a relevant operations field [Desirable]Minimum 5 years of experience in an operations and/or management role.Proven experience in leading and managing teams.Excellent communication and interpersonal skills.Strong problem-solving and decision-making abilities.Demonstrated ability to handle and lead rapid organisational change and scale for sustainable growth.Prior experience in a not-for-profit or church-based organisation is beneficial.This role will ideally be based at the City on a Hill Movement office in Melbourne, however consideration may be given to be based from another City on a Hill location, with travel to the Movement office as required.
All City on a Hill staff must hold a current Working with Child Check, complete a National Police History Check that returns no disclosed outcomes that would exclude them from the role, and uphold the standards outlined in the City on a Hill Code of Conduct.
