About the role:
The Manager, Policy – State is responsible for: Leading the design and development of systemic and strategic advice, policies, positions, and projects related to vocational education and training (VET), including development of holistic, contextualised policy products and advice supporting the delivery of strategic objectives, including reform, across the skills portfolio.
Leading the development of systemic, evidence based statewide policies and initiatives, informed by research and engagement, to support the implementation of strategic objectives and priorities at local level to deliver state and national targets and outcomes.
Providing policy leadership and direction to staff and making a significant contribution to the delivery and management of efficient and innovative work practices and systems within the Team, Group and Department.
Leading and driving professional, collaborative liaison, consultation, advice, and partnerships with key internal and external stakeholders, to support achievement of strategic objectives.
Initiating and conducting high level, strategic and complex planning design, and implementing critical polices and reform initiatives.
Key Competencies:
To succeed in the role, you will have:


Demonstrated broad and expert knowledge of key skills sector architecture, policies, and initiatives at state, national and international level, supported by a strong grasp of frameworks and processes that facilitate quality public policy development and implementation.


Experience in leading, managing and undertaking high-level research and analysis in a broad range of sensitive and complex state and national issues.


The ability to develop, interpret and advise on strategies, policies, projects, initiatives, and provide succinct reports and briefings to Ministers and senior executives.


Ability to lead staff and manage a team and resources to deliver work programs and projects within timeframes and budget.


Demonstrated the ability to assimilate and analyse high volumes of complex and sensitive information and data, to evaluate and draw sound conclusions, propose logical recommendations, and deliver accurate reporting.


High level knowledge of the VET sector, relevant legislation, national and state skills development priorities.


Remuneration:
Competitive salary $127,859 max pa plus superannuation.

Qualifications:

Essential: Tertiary qualifications in a relevant discipline and or significant workplace experience in relevant roles.
Desirable: Post-graduate or vocational qualifications and or demonstrated experience in leadership and management, economics, public policy, engagement, or related disciplines.

Special Conditions:

The role will be offered full-time (1.0 FTE), until 30 June 2025 with potential for an extension.
Satisfactory Department of Human Services Criminal History Check or National Police Check (NPC) required prior to employment.
