Position Summary The Market and Platform Compliance Manager will lead the maintenance, further development and oversight of Xpansiv's market-related compliance programs for its Australian based businesses. Responsibilities also include driving compliance with applicable regulatory obligations on a day-to-day basis. This role will initially act as the key contact for Xpansiv's ASIC-licensed entities and ensure these businesses continue to meet applicable regulatory obligations. Potential does exist for this role's responsibilities to deepen and oversee non-ASIC regulatory obligations (e.g., AUSTRAC) for Xpansiv's Australian based businesses.
In addition to its presence in Australia, Xpansiv maintains a transactional platform servicing participants across the globe, where this position maintains a critical role in facilitating compliance with applicable international laws and regulations. This will entail being involved in all aspects of strategy formation and execution to identify areas of risk, as well as documenting necessary information deploying compliance efforts.
This position directs directly to the Chief Risk and Compliance Officer and is critical to ensuring that Xpansiv continues driving integrity across the environmental markets.
Essential Functions: Liaise and report to relevant regulatory bodies; working with Regulators and Auditors to address compliance concerns, fulfill scheduled regulatory reporting requirements, and respond to information requests as required.Ensure quarterly board meetings of Australian domiciled entities meet regulatory obligations and support the underlying businesses.Maintain an up-to-date understanding of prevailing commercial practices across Xpansiv's Australian businesses and their applicability to local regulations.Refine the compliance approach to ensure a proactive and integrated engagement with the business and support functions across the Asia Pacific region and in coordination with other regions.Apply enterprise-wide compliance programs, such as Conflicts of Interest and Complaints Management to Xpansiv's Australian businesses.Develop effective, business specific compliance programs and supporting processes, including creating and updating policy and procedure documentation; identifying potential compliance risks and developing and implementing actions to eliminate or mitigate the impact of those risks.Provide ad-hoc, real time compliance advice to business partners and other Xpansiv teams. (e.g., Legal, Finance, Operations, etc.)Oversee Xpansiv's market surveillance program for platform trading activity, including the calibration of existing rules, design and deployment of new rules, triage and investigation of alerts, and escalation of potentially suspicious activity.Maintain in-depth knowledge of global industry rules, including remaining up-to-date on new laws, rules, regulations and any recent enforcement actions.Acts as subject matter expert for traders and other customer-facing personnel for any questions on market abuse and related regulations.Required: Proven track record in developing and maintaining an effective, industry leading compliance program.An understanding (or strong desire to develop one) of Xpansiv's products and marketplace.Prior experience in an energy or commodity trading environment with a working knowledge of related market abuse provisions and ISOs rules.Demonstrable deep knowhow of market abuse disciplines.Prior experience conducting market surveillance, including but not limited to first level alert triage, second level case investigations, and collaborating with financial crime compliance teams for potential reporting to regulatory and law enforcement agencies.Ability to lead regulatory exams and cross-departmental initiatives and projects.Ability to translate regulatory and legal requirements into policies and business processes.Good understanding of business processes and data management.Capacity to develop positive relationships with internal and external groups.Ability to balance strategic activity with day-to-day execution of program processes.Other Knowledge, Skills and Abilities: Bachelor's degree in a relevant field.5-8 years of experience with energy and/or commodity markets, compliance and Front/Middle Office operations.Self-motivated with the ability to work independently and as part of a group.Excellent communications, interpersonal, and organizational skills required.Demonstrated creativity, and independent thought when solving problems.Builds positive relationships with internal and external groups.Highly developed written and oral communication skills.Full eligibility to work in Australia.Able to work out of the Sydney office on a periodic basis.Base Salary Compensation for this role will vary among specific regions due to geographic differentials in the labor market, actual pay will be determined considering factors such as relevant skills and experience, knowledge, education and training. However, compensation in the following regions is expected to be as follows:
Compensation is expected to be between AUD125,000 and AUD145,000.
