The Manager (Vehicle Standards) is responsible for the administration of the in-service heavy vehicle safety standards that heavy vehicles must meet to be used on roads and the provision of technical advice about these standards
By leading a team of technical and policy experts, the position will oversee the administration of heavy vehicle safety standards applications and enquiries, the development and maintenance of technical standards as well as representing the NHVR in technical vehicle interactions with other governments agencies, such as the Federal Department and heavy vehicle regulators in Western Australia and the Northern Territory.
Your leadership will ensure the NHVR maintains its position as the preeminent national technical authority on heavy vehicles in Australia.
As a leader of the NHVR's Vehicle Standards team, you will:
Develop and oversee the vehicle standards work program which seeks to improve road safety and heavy vehicle productivity outcomes. Manage the delivery of vehicle standards services, including the processing of applications for exemption permits, complex modification approvals, in-principle support advice, and the provision of information to customers. Manage the maintenance and implementation of key industry technical standards, such as national heavy vehicle modifications standards (Vehicle Standards Bulletin 6) and the National Heavy Vehicle Inspection Manual. Provide expert and authoritative advice to the NHVR and other stakeholders on heavy vehicle safety and technical issues and management of Heavy Vehicle National Law (HVNL) regulatory requirements. Provide support and input to strategic safety projects that help reduce the prevalence of road trauma. Represent the NHVR in a variety of national workgroups, reference groups, and intergovernmental forums, including but not limited to those associated with reviews and maintenance of the HVNL, Australian Standards, National Model Frameworks, and Federal Standards such as the Australian Design Rules. Establish and maintain strong relationships internally and externally  Undertake high-level research, analysis and interpretation of relevant literature and data to proactively identify emerging trends related to heavy vehicle standards, safety and design. Facilitate the development and preparation of high quality and timely submissions and briefs. Provide authoritative advice to the Director, Policy Implementation and Chief, Safety and Productivity, on issues impacting the delivery of NHVRs strategic regulatory objectives nationally. Report on planning, policy, operational performance and outcomes of the regulatory effort to the Director, Policy Implementation and Chief, Safety and Productivity. Demonstrated a high level of professional expert knowledge in transport regulation. Demonstrated understanding of the key issues surrounding national heavy vehicle regulatory environment and associated supply chain, regulatory compliance and safety standards service delivery. Excellent interpersonal communication, consultation, and negotiation skills that build and sustain productive meaningful relationships and partnerships, and substantial stakeholder management experience. Highly Regarded: Tertiary qualifications or industry experience in disciplines related to policy or heavy vehicle technical matters (engineering or heavy vehicle mechanics). Knowledge and understanding of the heavy vehicle regulatory environment. Knowledge of, or experience, in technical matters relating to heavy vehicle design, modification, and maintenance. Experience in developing educational and support material, preferably in a regulatory environment. You will demonstrate initiative and attention to detail, as well as an ability to work with minimal supervision and contribute to the achievement of team goals. With a positive and flexible attitude, you will enjoy working in a fast paced, high-volume environment with multiple competing priorities and ambiguity.
Along with your excellent written and oral communication skills, you will have the ability to effectively negotiate with and influence a diverse range of people with a view to achieving desired outcomes and improving overall organisational maturity. An ability to develop and maintain constructive relationships with internal clients and external stakeholders will see you thrive in this role.
