Davies Stewart Consulting is proud to be partnering with The Town of Gawler, seeking an experienced Infrastructure and Operations Manager to provide guidance, instruction, direction and leadership to the infrastructure and operations department, with the purpose of achieving departmental goals and objectives. Furthermore, the role will monitor the quantitative and qualitative results to be achieved by the Team.

Duties & Responsibilities:

Plan the delivery of Council's Infrastructure maintenance services, including various in sourced capital projects each financial year, in accordance with Council's asset management plan.

Lead the Town Services Team in the delivery of efficient and cost-effective infrastructure operations, maintenance and construction services within resource allocation in accordance with Council's goals and objectives and standards of good governance.

Prepare and monitor the Operations Business Plan and implement in line with goals and objectives.

Develop, implement and monitor appropriate systems, programs, policies and procedures for the effective management of Town Services resources, including labour, plant and materials to ensure optimum deployment and efficiencies.

Define goals, identify priorities, determine resourcing requirements and measure performance and achievements.

Maintain compliance with relevant Acts including the Road Traffic Act, WH&S Act.

Develop and lead a high-performance team focussed on achieving continuous improvement.

Commitment to personal development and challenge individuals to develop personally and professionally.

Develop and lead high performance teams focused on achieving continuous improvement practices.

Develop the Operations budget and monitor performance against budget, including management of various capital works projects.

Oversee the contract management processes including preperation of contract documents, quotations and evaluation, contract administration, and practical completion, commissioning, and handover of works.

Identify and report faults or maintenance/ replacement requirements.

Identify risks associated with Operations and Council's assets and infrastructure and provide advice back to asset planning to plan appropriate actions to address risks.


Skills & Experience: Tertiary qualifications with substantial experience of at least 15 years in Civil works or Horticulture or related discipline.
Contract Management
Tertiary qualifications in management and or project management (desirable).
Professional Membership of Engineers Australia and Institute of Public Works Engineering Australia (IPWEA), (desirable).
Strong leadership and business transformation skills.
Excellent organisation skills, time management and project management.
Knowledge of civil works or horticulture.
Knowledge of legislation, relevant to the function.
Knowledge of the structure, functions and processes of Council and local government.
Experience in emergency management and recovery.
Strong communication skills.
