Strathfield Council (Council) is a medium-sized Council located in Sydney's Inner West. The area of the Council comprises approximately 14 square kilometres and has an estimated population of 46,000 residents, which is growing at 2.5-3% annually. Based on NSW Government projections, the population will increase to over 80,000 by 2036.
About the Role Strathfield Council is seeking a motivated Manager, Library & Community Services to effectively lead and manage a multi-disciplined team responsible for Library and Information Services along with Community Development and Services. The community services will cover multicultural events, community bus services, and all other aspects of engaging with local communities. The successful applicant will possess the ability to drive the technology vision and leadership for development and implementation of information technology with Council.
This role provides the opportunity to undertake the following:
Lead and motivate library and community services staff to improve the effectiveness and efficiency of the section to better meet the needs of customers and clients.Develop the budget, management and operational plans and reports to provide management information on the key performance outcomes of the section.Prepare, monitor, and report on budget expenditure of the section ensuring resources are effectively deployed and utilized.Ensure the development of appropriate technology that provides new and innovative solutions to the needs of the Strathfield community.Manage the resource management, service development and business system functions of the section.Ensure the strategic direction, operation and performance of the Library, Community Development and Services functions through the development, implementation, scheduling and review of existing services and methods of operation.Implement and monitor statutory functions and procedures associated with the team, and report to Council on matters relating to the Section and its programmes.Ensure that a high standard of customer service is provided and relations with the community are maintained, and formal complaints are dealt with directly and timely.Lead the connector bus team to achieve excellence through service delivery benchmarks and demonstrate commitment to the implementation of continued improvement processes.About You The successful candidate will have the following:
Tertiary qualifications in the relevant areas to be managed.Demonstrated ability to provide effective leadership, vision, and strategic planning in the delivery of library, community development and services.Extensive experience in the provision and facilitation of library and community services at a management level, demonstrating well-developed management skills and ability combined with expertise and experience in change management processes.Sound knowledge of policies, procedures, practices, and current trends relating to library and community services and local government and substantial experience in the development and implementation of policies and strategies.Advanced interpersonal, communication and customer service skills including the ability to successfully liaise with a wide variety of customers and external groups.Exceptional oral and written skills, and effective influencing and relationship building skills including mediation, negotiation, and networking skills.Demonstrated ability to manage time, plan, organise and maintain workflow to achieve established goals, objectives, and priorities, either individually or as a member of a team.Well-developed financial management skills and demonstrated experience in managing an operational budget.Experience in the review and implementation of systems and practices aimed towards providing and fostering an environment of continuous improvement in service delivery.Position Description To review this position description for this role, please click here.
