OBJECTIVE OF THE ROLE
We are looking for a manager with good technical skills who is able to develop their staff and places great weight on their team's development.
The ability to work collaboratively is a non-negotiable.
Good understanding of Water and Sewer Infrastructure is a must have.
Reporting to the Director Infrastructure & Environment, the role is responsible for Council's critical infrastructure.
The Cloncurry Water Treatment Plant is a core part of the Shire's infrastructure.
With a peak flow of over 6 ML per day from three sources – Lake Julius (Sunwater), river bores, and the Chinaman Creek Dam.
The plant has a rapid mixing tank (Potassium Permanganate, Coagulant, Polymer) which filters into three clarifies.
The water then is dosed (chlorine gas) on its way to the clearwater contact tank (4.4 ML); excitingly, Cloncurry is upgrading to an electro-chlorination system mid-2024.
The reservoir tank is 2ML and located on the same site.
The STP is across town from the WTP – a huge 3km drive!
Depending on treatment requirements, the team has it running most weekdays, but it is an automated system so tasks revolve around general maintenance and monitoring.
Sulphuric acid, polymer, and hypo-chloride are used, giving the shire Class A+ water for use on its bio-farm and lawn cemetery.
There are also seven processing ponds and the Imhoff tank that needs checking.
There are 11 sewer pump stations across the town that the team inspects daily (manual chamber check and rinse, and a switch board check) and sometimes more in times of extreme weather.
The portfolio includes the management of over forty residential properties utilized by Council staff, ranging from cozy one-bedroom units to spacious five-bedroom houses.
This role also includes managing over 25 community housing units tailored for the aged community.
The role is responsible for the upkeep and administration of key community assets including the Recreation Grounds, Equestrian Centre, Racecourse, Visitor Information Centre, John Flynn Place Museum, Health Precinct, Admin Building, Shire Hall, and Depot Precinct.
Your duties will extend to managing maintenance schedules, budgeting for property improvements, and overseeing a dedicated team led by our Property Coordinator.
This team is instrumental in coordinating Council's engagements with contractors for services ranging from pest control to extensive residential modifications.
In this role, you will also oversee the issuance of leases, monitoring of bonds, as well as conduct regular maintenance and routine inspections to ensure all properties are in top condition.
Additionally, the role encompasses the management of several commercial facilities, including a contractually managed Aquatic facility and oversight of the monitoring program for Chinaman Creek Dam, a crucial infrastructure asset just a five-minute drive from town.

Management responsibilities
Oversight of and contribution to the Operational Plan, Asset Management Plan, Corporate Risk Register, Business Continuity Plan.
Manage staff, consultancies and contractors across areas of accountability to meet Operational Plan deliverables.
Manage budget processes across areas of accountability: development, monitoring, reporting (with assistance from Corporate Services).
Work with CEO, Director, HR and WHS to build and maintain a culture of safety, accountability and continual improvement, including the conduct of performance reviews and identification of training and development requirements for direct reports.
Chair, prepare and participate in meetings, including monthly Infrastructure Meeting (with CEO & Director) + weekly Toolbox Meetings (Manager, Staff) + quarterly regional meetings (QWRAP).
Active contributor to / technical lead in developing and reviewing key Corporate documents in areas of accountability.
KEY SELECTION CRITERIA
Mandatory
A Degree in Engineering, Science or other suitable qualification + relevant industry experience.
Demonstrated technical knowledge in the fields of water and wastewater collection/treatment/distribution.
Demonstrated knowledge of compliance and reporting requirements for water and wastewater service providers in Queensland / Australia.
Demonstrated experience in completing/coordinating the inspection, condition assessment, design and costing for infrastructure maintenance, renewals and upgrade programs.
Current "C" class driver's licence is mandatory.
Demonstrated high level oral and written communication skills.
Desirable
RPEQ or RPEQ eligible.
Local government experience.
WH&S Construction Safety Induction Card.
Experience in rolling out projects and initiatives of the following types: CCTV inspections of underground sewer assets, desludging of wastewater lagoons, asset management planning for water and wastewater assets etc.
