Position Overview An exciting and challenging permanent opportunity that will suit a seasoned people leader who thrives in a dynamic, fast-paced environment.
The Manager, Audit and Surveillance manages a team of field-based building and plumbing inspectors with investigations experience and other construction professionals to conduct audits/inspections and drive compliance that ensures the VBA meets its requirements as a trusted regulator and that practitioners deliver quality and compliant work that protects consumers.
Reporting to the Head of Inspectorate, the Manager, Audit and Surveillance will be critical in workforce planning, prioritization, and effective delegation.
This team aims to increase regional presence and be responsive to consumer complaints and referrals. Supporting strategic initiatives, including blitzes/regional campaigns, will ensure a high regulatory presence across Victoria and allow this team to collect observations about problem practices in the industry.
Typically conducted at the post-occupancy stage, inspections are informed by operational intelligence and require careful gathering of information, working closely with investigations to drive compliance and hold practitioners to account. This team is a consumer and practitioner-facing team.
What We Are Looking For: Substantial experience to manage, lead, and develop teams of geographically dispersed field-based Plumbing and Building Inspectors performing audits and inspections.Experience in the building and/or plumbing industry and an advanced knowledge of the Building and Plumbing Regulations 2018, regulatory frameworks, codes, regulation standards, and Government Policy in Victoria and/or other Australian jurisdictions, including experience in the practical application of relevant legislation and regulations.Demonstrated experience in delivering audit programs in a regulatory environment, or management of field-based, or technical services teams within a building, or plumbing regulatory environment, or compliance and enforcement operations.Ability to produce high-level technical correspondence, briefs, and reports in line with relevant legislation and participate in working groups to provide authoritative technical advice and knowledge to influence regulatory reform.Experience in developing beneficial partnerships, including liaising with building industry stakeholders and technical specialists through participating in technical knowledge sharing within the context of regulatory requirements.Working at the VBA - What You Can Expect: The opportunity to use your knowledge and skills within a dynamic and forward-thinking organization.An amazing employee engagement program, career development, and flexible hybrid work arrangements for greater work-life balance.A competitive salary, superannuation, and an annual Agility Allowance.VBA Commitment: We value diversity and inclusion in all forms - gender, religion, ethnicity, LGBTIQ+, disability, and neurodiversity.
