About the RoleThe role of Legal Counsel at Triple Zero Victoria (TZV) offers an exciting opportunity to contribute to strategic decision-making and legal risk management, particularly in relation to high-profile projects like the Next Gen CAD initiative. You will provide expert legal guidance across a range of key areas, including contracts, procurement, and commercial law, supporting major IT, telecommunications, and other projects. By working closely with internal stakeholders, you will ensure that legal advice is practical, commercially focused, and aligned with TZV's goals, enabling smooth contract management, risk mitigation, and effective negotiations with external suppliers.
Operating within the complex emergency management sector, this role requires a strong ability to navigate a diverse stakeholder landscape, balancing competing priorities while ensuring compliance with public sector regulations and policies. You will play a critical role in identifying emerging risks and proposing innovative legal solutions that drive business outcomes while maintaining a strong focus on minimizing legal exposure. Day to day responsibilities include:
Provide expert legal advice on complex commercial matters, focusing on contracts, procurement, and compliance with the Financial Management Act 1994 (Vic), Ministerial Standing Directions, and Victorian Government Purchasing Board requirements.Draft, review, and negotiate commercial agreements, particularly for IT and ICT-enabled initiatives, and advise on contract management and related issues.Develop and improve template agreements and guidance materials for TZV, offering ongoing support to the Commercial & Procurement Management team and internal stakeholders.Advise on compliance with relevant legislation and policy areas, including privacy, data handling, cyber security, and artificial intelligence, ensuring statutory interpretation is clear and aligned.Identify and manage legal risks, proactively providing practical solutions to support a positive culture of legal risk management, while overseeing external legal services and driving continuous improvement initiatives across TZV.About YouTo be suitable for this role you will demonstrate the following skills and experience:
Australian Lawyer with a current unrestricted practising certificate under the Legal Profession Uniform Law (Victoria) and 4 to 8 years post-qualification experience.Proven ability to provide clear, practical, and authoritative legal advice on complex matters, including commercial law, contract drafting and management (especially SaaS contracts), and procurement.Strong conceptual and analytical skills, with the ability to develop innovative and pragmatic solutions to meet business needs and effectively influence decision-making at all levels of an organization.Demonstrated capacity to work independently and within multi-disciplinary teams, managing multiple tasks and tight deadlines in a fast-paced environment.Excellent written and verbal communication skills, with experience preparing concise legal documents and fostering strong relationships with internal and external stakeholders.Proactive, innovative mindset with a focus on staying current with emerging trends in commercial law, contracts, and procurement, while meeting the National Police Records Check standard, including fingerprinting.Experience in the public sector, emergency services, and working within project teams is desirable.What We Can Offer YouYou will be supporting a critical service to the Victorian community and will be rewarded with a competitive salary, flexible working arrangements and employee benefits including:
