The key duties of the position include: AGD's Integrity Frameworks Division brings together a range of functions that contribute to Australia's integrity, information law, anti-corruption and fraud prevention frameworks. The Transparency Frameworks Section (TFS) administers the Commonwealth's foreign influence and lobbying frameworks and provides legal policy advice on legislative reform of the Foreign Influence Transparency Scheme Act 2018 (FITS Act).
TFS's casework team administers the Foreign Influence Transparency Scheme (the Scheme), which was established by the FITS Act. The Scheme provides visibility of foreign influence in Australia's political processes by requiring people to disclose certain activities they undertake on behalf of foreign principals on a public register. As part of administering the Scheme, the team conducts education and outreach to increase awareness of the FITS Act, provides advice to assist people understand how the framework may apply to them, and undertakes targeted compliance and enforcement activities.
We are seeking expressions of interest for high performing APS5 and APS6 officers who are interested in working on the casework/investigative, compliance and enforcement aspects of administering the Scheme. FITS caseworkers will:
be primarily responsible for undertaking complex casework in support of the FITS Act provide strategic advice to the Secretary on her ability to exercise enforcement powers under the FITS Act, preparation of briefs and Cabinet input identify and lead other enforcement or compliance priorities under the FITS Act assist administer the public FITS register, including liaising with senior staff, potential registrants, and external stakeholders undertake outreach in raising awareness of the Act, including across government and with international partners developing similar schemes. Who are we looking for? Our ideal candidate will have:
highly developed written and verbal communication skills strong research and analytical skills sound judgement, logical reasoning and the ability to deliver impartial advice prioritisation skills, strategic awareness, and an ability to effectively manage risks excellent stakeholder engagement skills, in order to be able to confidently and professionally engage with a wide range of stakeholders on the Scheme an ability to work effectively to short timeframes. The following skills/qualifications are highly desirable, but not essential:
a background in casework, investigations or analysis, including the ability to apply legislative or other criteria to particular cases formal legal qualifications language skills (may attract a language allowance depending on competency level). To be eligible for employment at the Attorney-General's Department applicants must be Australian citizens.
Applicants offered employment will be required to successfully undergo a police record check and be able to obtain and maintain a security clearance at a specified clearance level. The successful applicant must be willing to disclose all relevant and required information.
Successful applicants engaged into the APS will be subject to a probation period.
Notes A merit pool of suitable applicants may be created from this process, and will be active for 18 months after the date of this gazettal.
