Casual Hourly Rate: $42 - $46 per hour
About the position:
This position will oversee the management of the landfill site and operations, including three transfer stations in accordance with legislation and our clients policies. It will take full leadership responsibility of the landfill employees and liaise appropriately with the contractors. This position will assist with the development, review, implementation and delivery of strategies and policies that will achieve waste management outcomes to meet our clients objectives and performance criteria whilst demonstrating a commitment to our clients core values, comply with the Code of Conduct and promote the image of our client as an efficient and professional organisation. Key Responsibilities:
Operations
Supervise and coordinate landfill employees and/or contractors to ensure that they undertake their duties in an efficient and competent manner in accordance with position descriptions, adopted plans and procedures, budget allocations and relevant Work Health and Safety requirements. Take responsibility for the recruitment and training for landfill employees. Manage employees and/or contractor matters associated with operation of the landfill and transfer stations with assistance from the Waste Services Team Leader. Educate, train and mentor landfill employees and/or contractors on matters relating to specialist functions, as appropriate. Coordinate and implement operation and capital works programs at the Englands Road Resource Recovery Park and The City's Transfer Stations ensuring operations are undertaken in accordance with statutory Environment Protection Licence requirements, relevant approvals, adopted budgets, systems and policies. Undertake the delivery of The City's statutory Environment Protection Licence obligations in consultation with the Waste Officer including all matters associated with monitoring, data collection, inspection, record keeping, and timely notification for landfill and transfer station sites. Provide oversight to contractors performing weighbridge operations, and transfer stations supervisory services – ensuring compliance with contract requirements in consultation with the Waste Contracts Manager. Introduce new or updated systems and processes with the contractors to ensure continual improvement. Undertake liaison between The City and its contractors to resolve day to day contract management issues, in consultation with the Waste Contracts Manager. Undertake the delivery of the Environmental Management and Work Health and Safety Management Systems covering all aspects of The City's waste management operations to minimise risks and demonstrate compliance with legislative and regulatory requirements. Oversee the operation and maintenance of site facilities and equipment, including but not limited to: weighbridges, pumps, gypsum treatment systems, truck-wash, leachate and groundwater systems, landfill gas infrastructure, firefighting equipment, fencing, signage, and the like. Oversee the safe operation and maintenance of site plant, including but not limited to: compactor, excavator, track loader, front-end loader, ancillary vehicles, and the like. Coordination and communication with other branches of the City will be critical to achieve this. Coordinate and implement the regular and accurate provision and recording of weighbridge data using The City systems, and distribution to contractors and regulator. Arrange and coordinate the processing and reuse of recoverable materials. Assist in the research and reporting on newly evolving waste management priorities and devise new projects, programs and initiatives to ensure that the City's priority actions are in accordance with these priorities. Undertake on-call duties as required. Develop and maintain partnerships and active communication with internal working groups and customers, key stakeholders including community, government agencies, NGOs and business to implement waste management programs. Undertake specialist projects that are assigned to the position and assist team members as required. Provide accurate and timely reports for the Waste Services Team Leader and act as a communication link between the City, professional employees, other persons and local government areas. Conduct and manage waste projects, including budget control, project management and project acquittal. Manage a variety of waste types, including bonded asbestos, Community Recycling Centre (CRC), e-waste, metals, mattresses, vacuum excavation waste, dead animals, etc. Mandatory Requirements:
Qualifications in Waste Management or related discipline and/or equivalent extensive experience. Five (5) years' experience in a direct or related field, including managing a team of employees and contractors. National Construction Induction certification (White Card). Current Manage First Aid in the Workplace Certificate or higher. Class C driver's licence. Must pass a pre-employment medical. Must pass a drug and alcohol test. Must have 2 x work related references. Ten (10) years' experience in a direct or related field. Class MR driver's licence, Forklift Licence (LF), previous relevant plant operating experience.
