About the opportunity
The Victorian Government is upgrading the Eastern Freeway with new express lanes, new traffic management technology and Melbourne's first dedicated busway.
These changes will slash travel times and improve public transport in Melbourne's east.
Laing O'Rourke is part of the Eastern Freeway – Burke to Tram Alliance with Major Road Projects Victoria, Symal, Arcadis and WSP.
Our scope of work includes a new interchange connecting the Eastern Freeway to the North East Link tunnels, major road and bridge upgrades between Burke Road and Tram Road, smart traffic management technology upgrades and new noise protection to meet Victoria's toughest traffic noise standards.
The local community will also benefit from new and upgraded walking and cycling connections, upgrades to Koonung Creek Reserve and revitalised wetlands and open spaces.
About the role
We are currently seeking a Quantity Surveyor to join us on the Eastern Freeway – Burke to Tram Alliance.
This is your opportunity to support the Senior Quantity Surveyor and Commercial Manager, ensuring EBTA governance, procurement, finance and commercial systems and delegations of authorities are implemented and effectively controlled.
Key responsibilities
Support procurement activity in accordance with the requirements of the construction program.
This will require supporting the relevant Snr Quantity Surveyor and Commercial Manager in procurement decision-making by sharing information and experiences garnered from site procurement activities, as required.
Ensure that all subcontractor claims received from contractors are certified & processed in line with timing requirements (including SoPA), compiling & processing documentation as required.
Assist to ensure that (incl.
commitments, cost to date, accruals, estimate to complete and risk & opportunity information) are completed by cost code/control account owners in the required format and in accordance with timing requirements.
This includes working closely with the Section Project Controls Manager to assist in managing PRISM inputs and outputs and challenging as required to ensure that the forecast is robust and accurate.
Identify trends in forecast costs (e.g.
consistent budget overrun), and identify and propose appropriate measures to remedy elements of the project where costs are not meeting budget.
Work closely with key EBTA personnel to understand and assist in managing key risks and opportunities (R&O) as they relate to Section delivery.
About you
Has a working knowledge of bonds, guarantees, warranties, insurances, letters of intent and other common contractual mechanisms.
Can manage the recording and submission of claims in respect of delay and loss / expense.
Able to support in formulating detailed arguments in respect of such issues and make representation to the relevant parties.
Ability to ensure that all necessary project records are being produced, updated and recorded to support preparation of reports, variations and claims (e.g.
contract and risk registers, site diaries, etc.)
Understands programmes and the importance of logic links.
Able to use programmes and progress records to give notices and to create reports for internal and external use.
Able to manage the recording and submission of claims in respect of extensions of time and / or loss and expense.
Also, able to formulate detailed arguments in respect of these and make presentations in respect of these.
