Recommendation 22 of the Sustainable Health Review Final Report (2019), in line with the WA Health Digital Strategy 2020-2030, recommends the staged introduction of Electronic Medical Record (EMR) functionality.
HSS are currently implementing a Digital (Scanned) Medical Record and Single Sign On as part of this staged approach.
The successful Respondent will work within the strict timeframes of the EMR Program to project manage the plan and controls for delivery of the Stage 2 Project Development Plan (PDP) and provide contemporary project and program advice as required.
The PDP will define in detail the scope, duration, budget, stakeholders, milestones, deliverables, assumptions, risks & issues, including:
Scheduling and managing workshops with key EMR Program staff, HSS staff and identified stakeholders;Tracking and managing project activities required to deliver the PDP;Ensuring key artefacts are delivered on time with appropriate internal approvals;Providing advice and input into the PDP development including but not limited to programmatic dependencies, future state architecture, integration and application roadmap.This request is for focused ICT Program/Project Management professional services and provision of experienced project leadership that can work with a range of internal and senior stakeholders in HSS to project manage the plan and controls required to deliver the EMR Stage 2 PDP.
The Stage 2 PDP is required to be delivered by June 28, 2024.
Project manage HSS stakeholders to ensure that the information required from HSS is included into the EMR Stage 2 PDP within the required timeframes.
The successful respondent will provide senior leadership to track and project manage through a simple framework in line with Prince2 standards.
The successful Respondent is to provide a Project Plan to the Program Director EMR within two (2) weeks of commencement, which will be a 'live' document that is updated as identified requirements and deliverables arise.
The Program Director EMR is to approve all changes to the Project Plan which must then also be used to report against in the weekly progress reports.
The successful Respondent is expected to provide 1 Senior Program Manager/ICT planning specialist and another skilled/experienced supporting resource such as a supporting business analyst available full time to manage the project.
