You will sit within People Branch which offers a flexible and inclusive working environment, where we collaborate across teams to deliver outcomes and grow our skills.What you will doSES UnitThe SES (Senior Executive Service) Unit provides specialised, contemporary and high quality advice and services to SES leaders and their support staff.The key responsibilities at the APS5 level include:Support the onboarding and offboarding of SES employees, including preparation of relevant employment paperwork and providing support with their move.Support SES recruitment processes, including job builds, responding to candidate and panel enquiries.Support induction briefings for new SES employees.Provide support and guidance to SES employees and their offices on a range of HR and employment matters.Support the team with SES reporting, including input into the SES cohort and SES workforce planning dashboard where required.Support the APS6 and EL1 with discrete projects.The key responsibilities at the APS6 level include:Manage the onboarding of SES employees and support the team with complex SES offboarding.Manage end-to-end SES recruitment, including advice on contemporary and best practice recruitment solutions.Support the recruitment of Statutory Appointments within the PM&C portfolio.Coordinate induction briefings for new SES employees, including meet and greets with the SES Unit and the Chief People Officer.Provide support and guidance to SES employees and their offices on a range of complex HR, employment and SES workforce planning matters.Gather and analyse data to prepare regular SES reports, including the SES workforce planning dashboard and SES cohort reporting.Support SES workforce planning discussions including management of inactive SES employees.Manage and lead discrete projects, including the annual SES remuneration review and SES declaration of interest processes.Support the day-to-day operations of the SES Unit, including supporting staff at lower levels.RecruitmentThe Recruitment Team supports effective recruitment practices by providing advice, support and guidance to PM&C, working with our stakeholders across the entire recruiting lifecycle.

We work closely with business areas right across the recruiting lifecycle – enabling them to recruit the right people into the right role at the right time.The key responsibilities at the APS5 level include:Manage onboarding for candidates.Undertake internal advertising.Manage internal and external merit pool requests.Provide correspondence and advice on recruitment matters, including initiating research to enable the provision of accurate and complex advice.Assist with the preparation and drafting of items for papers, executive correspondence and ad-hoc reporting as requested.Identify ways to improve the Recruitment Team's service offering and assist with the delivery and management of projects (i.e.
process improvements).Develop reference materials for the Recruitment Team and business area stakeholders.Develop and manage effective working relationships with internal and external stakeholders.Assist with other duties as directed.The key responsibilities at the APS6 level include:Provide tailored advice, options and solutions for complex recruitment, including advertising and onboarding.Manage complex advertising, including high profile opportunities and bulk recruitment.Consult with business areas to help deliver outcomes in alignment with future business needs.Manage the day-to-day operations of the team, including managing direct reports.Handle escalated issues, inquiries and tasks.Design, gather, analyse and interpret data to assist with the preparation and development of reports, including to support key HR strategies and initiatives.Contribute to and lead the development, updating and planning of new and existing guidelines, frameworks and policies.Collaborate with other APS Departments and private sector organisations.Lead, manage and deliver project work (i.e.
process improvements).Entry Level ProgramsThe Entry Level Programs (ELP) team are responsible for the end-to-end management of the PM&C Graduate Program which includes administration, marketing, recruitment, assessment, induction, performance, pastoral care and professional development.
In addition, we participate in the APS centralised entry-level programs and recruitment streams to engage graduates, trainees and apprentices with a range of cultural backgrounds, capabilities and experiences.The key responsibilities at the APS5 level include:Provide ongoing tailored support to entry-level participants throughout the duration of their programs.Understand procurement procedures and financial delegations and support procurement processes where required.Support managers with duties including (but not limited to) design and implementation of induction, learning and development, pastoral care, recruitment and assessment processes.Manage logistics for team and entry-level events such as training days, attendance, onboarding and graduation.Coordinate, consolidate and evaluate various entry-level program surveys to ensure ongoing improvement of services.Assist in team administration including forward planning and project management.Manage the entry-level program relocation process.Manage communications planner and ensure team resources are proactively kept up-to-date.The key responsibilities at the APS6 level include:Assisting with operational, strategic and project work under the limited direction of your manager including but not limited to Assessment Centres and Assessment Processes.Lead activities to support onboarding and induction of future entry-level participants.Procurement and contract management.Manage and oversee logistics for Whole of Australian Government (WoAG) programs.Manage and oversee key Graduate Program related events including networking events, pastoral care, mentor/mentee relationships and learning and development.Manage placement and advancement processes for entry-level participants.Assist with development and delivery of a contemporary, flexible and effective marketing and communications campaign.Work collaboratively and support team members at all levels.Provide reasonable, practical solutions to a range of HR matters, in line with APS legislation and best practice.The following immediate vacancies exist:Ongoing APS 5 in SES UnitNon-Ongoing APS 5 in RecruitmentOngoing APS 6 in RecruitmentNon-Ongoing APS 6 in RecruitmentA merit pool may be established and used to fill the same or similar vacancies for 18 months from the date of advertising.What you will bringWe are seeking highly motivated individuals with excellent judgement, strong attention to detail and the ability to take a people centric approach, tailoring advice and solutions to our stakeholder's needs.Our ideal candidate has experience in HR, recruitment, an SES Unit and/or program management and would be able to demonstrate the following:Strong verbal and written communication skills, including the ability to liaise with stakeholders from a variety of backgrounds and levels of seniority.Responds quickly and flexibly to change.Ability to manage competing priorities with limited direction to meet tight timeframes.Ability to interpret HR-related legislation and Australian Public Service (APS) employment frameworks to provide quality advice, guidance and assistance.Experience working with HR systems such as ServiceNow, eRecruit, Aurion or similar systems (desirable).
(APS6 only) Leadership experience including supporting, mentoring and empowering direct reports.PM&C supports mutually beneficial flexible work arrangements which suit operational requirements and uses space, technology and a mix of digital tools to equip you to work flexibly, where you can.
Whilst consideration is given to all flexible work requests, it is anticipated that this role may require some office presence, balanced with working flexibly from home.Our ideal candidate will perform at relevant classification level in accordance with the PM&C Performance model.EligibilityUnder section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing.
At PM&C to be eligible for this position you should be an Australian Citizen at the closing date of application, unless exceptional circumstances apply.The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.NotesOngoing & Non-ongoing (for an initial period of up to 12 months)This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the PM&C delegate.Where a non-ongoing specified term is offered, this would be for an initial period of up to 12 months, with possibility of extension up to a maximum period of two years.A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.Getting to know the Department of the Prime Minister and CabinetThe Department of the Prime Minister and Cabinet (PM&C) advances Australia's national interests through high quality support to the Prime Minister and the operations of Cabinet.
