Under the direction of the Neighborhood Administrator, the Property Manager will perform work of a difficult and responsible nature, with oversight of Management and Maintenance Operations at a housing development. In addition, the Property Manager is directly responsible for all aspects of the development to ensure that residents are provided with quality housing, a safe environment, and availability to community-based services.
Specific duties and responsibilities include but are not limited to:
General Property Administration: Maintain a professional setting with regularly scheduled office hours in the property business office; promote availability either personally, or through other site personnel for emergencies. Rent Collection/Legal Action: Ensure timely collection of rent payments and ensure processing of documents for timely legal action for rent delinquents and holdover cases, and the data entries of related computer records; authorize requests for rent adjustments; obtain verifications and maintain computer files in accordance with NYCHA procedures. Annual Income Reviews: Ensure the completion of annual reviews including the submission of non-verifiable cases via Seibel to Office of Tenancy Administration. Uncollected Accounts: Ensure uncollected accounts are processed in the required timeframe as per NYCHA policy. Visual Assessments: Ensure visual lead assessments are completed by trained staff and the appropriate repairs and follow up is conducted for all work orders in Maximo. Occupancy and Vacancy: Ensure vacant apartments are prepared in accordance to policy and procedures and are available for occupancy; utilize professional marketing techniques when offering units; maintain high occupancy levels by leasing timely; maintain records of assigned units' status in Tenant Turnover Log (TTL). Procurement: Maintain sufficient materials, services and staffing to complete apartment, corrective maintenance, preventive maintenance repairs timely and consistently; ensure all steps to procure goods and services are followed in accordance to NYCHA procedures. Safety & Security: Observe safety guidelines to ensure safety and security of residents and staff. Repair/Work Orders: Ensure resident repair requests are responded to within prescribed guidelines; coordinate the completion of repairs, and close work orders in accordance with established procedures. Property Maintenance: Conduct property inspections, which include move-ins, housekeeping, and grounds to assure adherence to established satisfactory standards. PHAS: In conjunction with the Property Maintenance Supervisor, formulate and implement a plan for successful PHAS inspection(s) and corrective action plans within the required timeframe in accordance with NYCHA policies and procedures. Resident Relations: Manage resident engagement to ensure compliance with HUD regulations. Staff Supervision/Training: Ensure staffing levels are met, develop and secure training, supervise and discipline staff as appropriate; participate in pre-employment interviews and hiring processes. Reporting: Ensure the timely and accurate submission of various management reports as needed. NOTE: IF THIS APPOINTMENT IS MADE ON A PROVISIONAL BASIS PURSUANT TO 65 OF THE NYS CIVIL SERVICE LAW, NO TENURE OR PERMANENCE ACCRUES TO AN INCUMBENT IN THIS POSITION BY VIRTUE OF SUCH APPOINTMENT.

Minimum Qualifications A baccalaureate degree from an accredited college, and three years of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants, determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or A four-year high school diploma or its educational equivalent, and six years of the full-time satisfactory experience as described in "1" above; or A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time satisfactory experience. However, all candidates must have a four-year high school diploma or its educational equivalent. Preferred Skills A baccalaureate degree from an accredited college, and five years of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants, determining eligibility gathering and evaluating information to resolve complaints collecting rents and/or resolving tenant related problems. Knowledge of Authority policies and procedures, laws and standards pertaining to property management, such as local and state building codes and other municipal regulations, Fair Housing Laws, Landlord-Tenant Law, OSHA, Department of Housing and Urban Development ("HUD") rules and regulations. Basic knowledge of building maintenance, fire prevention and liability reduction principles. Demonstrated knowledge of office practices, procedures, and equipment principles of management and supervision proficient in Microsoft Office Suite and other Authority computer systems. Familiar with agencies that provide assistance and services to residents, including some knowledge of eligibility requirements. Ability to prepare and monitor budgets, calculate rent and adjustments, knowledge of the Authority's procurement process. Ability to interpret policies and guidelines and make sound decisions prepare clear concise reports and recommend improvements communicate effectively both written and verbally. Ability to establish and maintain effective working relationships with peers, superiors, residents, community service agencies, and the public manage multiple priorities and demands analyze situations and identify problems and offer solutions. 55a Program This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
