POSITION: GIS TECHNICIAN
HOURS OF WORK: 70 hours bi-weekly
STATUS: Auxiliary (up to approximately one year)
SUMMARY:
Under the supervision of the Senior GIS Administrator, the GIS Technician is responsible for the collection, organization, manipulation, analysis, maintenance and presentation of spatial information and related spatial databases as part of Corporate Services at the Capital Regional District.
DUTIES & RESPONSIBILITIES: Maintain existing GIS data layers within a corporate geodatabase repository. Configure and update internet mapping services and applications using ArcIMS/ArcXML. Assemble and import data from other agencies and integrate into the corporate GIS platform. Work closely with the GIS Administrator in populating various data models. Create and maintain metadata including a log of changes to GIS files for archival purposes. Create and maintain new GIS layers through coordinate geometry, digitizing, and other forms of data entry. Coordinate map updates and the production of digital and hard copy maps for publishing and distribution. Provide assistance and technical mapping information to staff, the public, and other government agencies. Conduct spatial queries and analyses using ESRI ArcGIS software. Operate and maintain map production equipment including plotter. Perform other GIS, data organization, data management, and related technical work as assigned. Other related duties as required. QUALIFICATIONS: Degree from a recognized institution in geography, environmental science, resource management, engineering or a related discipline with an emphasis on and specific coursework in GIS or CAD OR an advanced technical diploma in GIS, CAD or Engineering or equivalent. Minimum 2 years related GIS, CAD, and data management experience. Advanced level knowledge and skills with GIS software, especially the ESRI ArcGIS platform. Experience with internet mapping services (ArcIMS/ArcXML). Knowledge of ESRI Geodatabase and ArcSDE is required. Knowledge, demonstrated understanding, and application of geographic information system concepts and techniques at an advanced level. General understanding of registered legal plans, and ability to read and understand survey plans is desired. Demonstrated understanding of the concepts of data quality, accuracy, and precision, specifically in relation to spatial data management and manipulation. Operational knowledge and experience with the application of provincial GIS mapping, land survey, and data management standards. Excellent research (including use of the internet), analytical and problem-solving skills, demonstrating a strong attention to detail. Proficiency and experience with word processing (MS Word), spreadsheet (MS Excel) software, and familiarity with AutoCAD would be an asset. Excellent interpersonal and communication skills, including the ability to communicate courteously, tactfully, and effectively with staff and external agencies. Must have strong customer focus. Ability to organize work schedule to meet deadlines and priorities. Ability to work independently with minimum direction and as a member of and in support of a team. Ability to learn assigned tasks readily and to adhere to prescribed routine but be flexible. Experience with GIS and CAD systems, GIS database design, and internet mapping systems (IMS) is essential. A knowledge of property-based mapping and services is required. The position involves the use of computer hardware and software and requires an advanced understanding of GIS and, in particular, the ESRI suite of products. Valid BC driver's license. APPLICATIONS:
