The Defence Service Homes (DSH) Insurance Scheme is a national scheme providing home building insurance to eligible veterans, war widows and Australian Defence Force (ADF) personnel. The Scheme has some 50,000 building policies across Australia. DSH Insurance also has an authorised representative arrangement with QBE (Australia) to provide complementary personal insurance products for which the Scheme receives commissions from 30,000 policyholders.
The successful applicant will lead, supervise and develop the Finance and Accounting Team reporting to the Assistant Director. The Finance and Accounting Team is responsible for all facets related to the financial management of Defence Service Homes Insurance. This person will be responsible for providing technical financial and/or management accounting knowledge to support DSH Insurance in meeting these financial and management accounting requirements.
The key duties of the position include:Lead, supervise and develop a small teamAdministration and testing of the Financial Management Information SystemOversee the helpdesk support to users of DSHI's insurance operating systemsAssist with the management of reinsurance arrangements and claimsPrepare draft reports, briefing papers, talking points, Ministerial correspondence and discussion papers for review by Executive Level employees, internal and external stakeholders for ARC and Advisory Board meetingsSecretariat for the DSH Insurance Advisory Board meetingsProvide expertise and technical knowledge in financial and/or management accounting for DSH InsuranceContribute to the development of team and wider-DSH Insurance objectives for short term tasks and strategic planning for longer-term initiativesContribute to the implementation and improvement of management accounting processes and systems within DSH Insurance, contribute to workplace innovationOversee the management of the investment portfolio including placing investments, reporting on investment activities and maintaining the investments registerCash management including monitoring the operating account to ensure sufficient funds for large paymentsPreparation and approval of end of month processes including but not limited to:reconciliations,journals, andexecutive and management reportingComplete financial reporting on a monthly basis and assist the Assistant Director with preparation of the annual financial statements, audit process & budget preparationAssist the Assistant Director with ad hoc project work as required, including but not limited to research and analysis on insurance industry and accounting changes; business strategies and development; preparing reporting for external and internal parties etc.Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).All applicants external to DVA offered employment will be required to successfully undergo a pre-engagement screening check, even if they have a security clearance. Where a non-ongoing position is offered, the role will be filled for an initial specified term of up to 23 months.
A merit pool of suitable applicants may be created which may be used to fill future ongoing and non-ongoing vacancies should they become available over the next 18 months.
Successful applicants engaged into the APS will be subject to a probation period.
