Job DescriptionPerforms intermediate technical work preparing and maintaining voter records and files, assisting with clerical duties and support in the Elections Office, and related work as apparent or assigned.
Work is performed under the limited supervision of the Elections Director.
Occasional oversight is exercised over clerical support.
The normal work schedule includes Monday through Friday 8AM-5PM.
Essential FunctionsSupervises and participates in processing, analyzing, evaluating and entering voter registration records to ensure absolute accuracy, utilizing the State Election Information Management System (SEIMS); research transactions with missing or incomplete information; drafts correspondence or records voter registration denials.Assists in local and state candidate filing; collects filing fees and notarizes documents; works with candidates, municipal officials and the general public and provides information and guidance on election laws and procedures.Oversees daily operation of department training program; assesses needs, requirements and comprehends all federal and state election laws; develops or modifies training materials and procedures; facilitates comprehensive training to ensure continuity in all voting locations.Performs logic and accuracy testing to certify election equipment and completes necessary documentation to comply with State requirements prior to each election; maintains all laptops and printers; installs and upgrades software and downloads voter information, including voting history following an election.Maintains contents of election supply boxes and creates spreadsheets for supplies, equipment and documents; assigns and deploys election equipment and supplies to each voting location.Maintains custody of official records including administrative election documents and information from courts and State agencies, schedules destruction pursuant to NC Records Retention Schedule.Handles ballot inventory, security, distribution and transport labeling.Provides technical support for multiple third-party computer programs; troubleshoots and resolves problems related to laptop computers and peripherals over the phone or in person at voting locations.Oversees returns of election equipment and supplies after voting locations close; maintains chain of security for securing voted ballots, voting equipment and paperwork.Supervises researching and verification of provisional ballots to be presented to Board Members for review.Assists with providing information, coordinating training and work schedules, maintaining organization of files, supplies, etc.
for precinct officials; assists in running related reports.Travels to State mandated conferences and training.Knowledge, Skills and AbilitiesGeneral knowledge of standard office procedures, practices and equipment; some knowledge of Federal, State and municipal voter registration laws and regulations; some knowledge of voting procedures, maintenance and protection of voting registration lists and records; ability to solve problems within scope of responsibility; ability to type accurately and at a reasonable rate of speed; ability to follow oral and written directions; ability to establish and maintain effective working relationships with associates and the general public.
Minimum Experience & EducationAssociates/Technical degree in business administration, information technology, or related field and one to three years' experience providing technical support, or equivalent combination of education and experience.
