This includes operating a fleet of vessels crewed by ABF officers who perform strategic patrols, tactical surveillance and on-water law enforcement activities within the EEZ. The Branch also manages contracted surveillance aircraft, satellite, sensor systems and logistics support to civil maritime operations.CMSB operates in a complex, challenging and changing environment that is characterised by a high tempo of civil maritime operations.The Maritime Asset Availability and Capability Section provides oversight of maritime surveillance asset capability and is responsible for ensuring the Australian Border Force (ABF) maritime surveillance assets are operationally available for tasking by Maritime Border Commander.This Section is the point of contact for any operational matters and acts as the liaison point with stakeholders which include Maritime Border Command (MBC) and Australian Border Operations Centre (AMBOC) in relation to asset availability.Our ideal CandidateThe Inspector, Maritime Communications and Sensor Systems manages a dynamic team that supports ABF vessels and aviation assets' secure communication systems and the ABF's contractual compliance with various satellite and radio communications suppliers.We are seeking experienced and resourceful leaders with exceptional communication skills to support capability development within the team, enable continuous improvement practices and build strong working relationships with third party vendors and ensure assets are effectively maintained and remain operational in accordance with contractual obligations.Our ideal candidate will have or be able to quickly develop a working knowledge of the ABF Vessel Management Plan, the ISM Safety Management System and other related International Maritime Organisation (IMO) regulations. They will demonstrate critical analysis and innovative problem resolution skills to identify capability gaps, provide recommendations to rectify technical faults in operational technologies and ensure compliance with relevant laws and regulations. Successful candidates will offer strategic approaches to optimizing the availability of deployed communications systems on board ABF marine and aviation assets.Experience providing on-the-job training will be highly regarded.Duties and ResponsibilitiesLead and manage the integration of secure radio communications for all assets within the Branch and provide technical advice on radio communications system design, selection and integration;Manage the continuous improvement program for the governance of Instructions and Guidelines, Work Instructions, Marine Units Notices and other guidance manuals for Maritime Operational Technologies and Capability;Analyse and rectify technical faults and issues with maritime operational technologies;Develop and deliver user documentation and training for capabilities within the scope of this role;Conduct configuration and change management of secure radio communications and satellite based capabilities;Gather user requirements, documentation and securing quotations for works and liaise with third party vendors for the supply, maintenance and support of their products;Improve the availability of deployed communication systems on board assets, both aviation and marine;Recommend, develop and implement solutions to overcome identified capability gaps and obsolescence;Provide clear instructions and guidelines to ensure currency with local and Commonwealth law for the operation and maintenance of the radio communications network for agency, operational users and contractors;Manage and contribute to capability projects and contracts in relation to this role;Liaise with internal and external service providers in relation to service delivery of related technology to ABFC fleet.Role RequirementApplicants must have or be able to obtain and maintain a Negative Vetting 1 security clearance and pass an Employment Suitability Check.Certificate III or Diploma in Electronics and Communications, equivalent or higher.A thorough understanding of modern radio communications infrastructure including transmission capabilities.Knowledge of emerging communications technologies and industry direction.Applicants must be able to foster professional, collaborative and respectful relationships and networks within ABF and with stakeholders.Other10 years electronics industry experience and/or 5 years marine experience;Demonstrated understanding of the ABF Vessel Management Plan, the ISM Safety Management Systems and/or other related IMO regulations;Demonstrated understanding of Engineering configuration controls and Integrated Logistic Support methodologies;Experience with IT Infrastructure including LAN, WAN, Structured cabling, CCTV, PABX and Internal communications (ships alarms, intercoms and announcing systems) and door lock/alarm systems.Experience and/or formal qualifications in:Marine Communications systems e.g. Satellite, MF/HF, VHF, UHF, Secure communications;Computerised maintenance management systems;Use and management of High Assurance Cryptographic Equipment (HACE).Please prepare a one-page Applicant Response in relation to the advertised role, outlining:How your skills, knowledge and experience will be relevant to this role;Why you are interested in the role and what you can offer us;Any specific examples or achievements that demonstrate your ability to perform the role.Applicant response documents must be a minimum 11pt font in MSWord or PDF format, include your full name and the Requisition Number – 134608 in the document folder.Please note: this is an ACT Canberra based position but may consider other suitable work locations and/or arrangements.
