The WA Cares Fund is the first program of its kind in the United States and is the latest example of why Washington State is a national leader in long-term care policy. Our team is responsible for designing and implementing the program and helping Washingtonians understand this new benefit. This position will help lay the groundwork for this initiative and will make critical contributions to build the WA Cares Fund processes and policies that operationalize benefits.
In this role as a regional administrator, you will be working as part of the WA Cares Fund team and will be one of the foundational members and a key contributor as we build and launch the nation's first Long-Term Services and Supports social insurance program. You'll use your experience and expertise to lead and oversee cross-functional teams through daily operations including personnel management and staffing, facility planning, employee engagement, budget, resource and staffing allocation, policy implementation, and regional quality assurance to develop a future state vision for WA Cares Fund. You will work as a key part of the WA Cares Fund operational leadership team.
This opportunity offers flexible hybrid remote work from anywhere in Washington within the assigned region, may have to travel occasionally to the headquarters in Lacey, WA based on business needs.

Some of what you'll do: Provide direction, leadership, guidance, and regional support to all operational staff and supervise planned WMS (Washington Management Services) staff within the region.Conduct strategic planning, including long-range budget and service program planning.Provide guidance and leadership to the deputy director in the critical areas of budget management, program implementation, and client services for WA Cares Fund beneficiaries.Oversee the development and set performance expectations, monitor outcomes, and manage performance improvement plans.Develop comprehensive work plans for maximizing operational efficiencies and advise the deputy director on methods to accomplish eligibility and assessment goals for the unprecedented WA Cares Fund benefit.Identify program and service gaps, develop improvement strategies, and innovate procedural development in response to program and community needs.Evaluate, interpret, and implement broad division policy, federal and state laws, regulations, and policies as they apply to operations.Lead the hiring, training, and development of WA Cares eligibility and assessment staff, supporting the state's goal for a diverse workforce.Provide support, consultation, and guidance for routine and escalated issues to direct service staff, and community organizations.What we're looking for: A strategic professional with experience creating systems and structures to operationalize broad policy goals, preferably in the long-term care/social service arena, or similar.A collaborative and adaptive leader with advanced knowledge of long-term care state laws and policies.A skilled personnel manager with experience managing teams of front-line staff and supervisors.Who should apply: Bachelor's degree in social work, human services, business administration, public administration, healthcare administration, or related field.AND
A minimum of ten years of managerial experience in the service delivery field either in program or line management and/or equivalent years of work experience.Equivalent experience may substitute year-for-year for required education.Preferred / desired education, experience, and competencies: Knowledge of the scope and operations of an Area Agency on Aging.Knowledge of ALTSA information systems (CARE, etc.), state payment systems (Provider One, etc.), and system readiness principles.Knowledge of existing federal statutes, regulations, and programs operating under Medicaid and the Older Americans Act.Knowledge of principles and practices of long-term care insurance programs.Interested?
