DSHS's Aging and Long-Term Support Administration (ALTSA) is looking for a Field Operations Administrator for the Home and Community Services leadership team. ALTSA's mission is to transform lives by promoting choice, independence, and safety through innovative services.
 
We are seeking a dedicated project planner who is collaborative, supportive, and curious, who will thrive in a busy environment, ask questions, and be willing to think creatively to help our field staff accomplish duties more efficiently without compromising safety. You will consult and provide strategic and tactical support for HCS, act as a liaison, and build and maintain a collaborative partnership between headquarters and field operations.
 This Lacey-based job can be performed from any city in WA state, as a hybrid telework schedule is available, although travel will be expected on occasion.
 
 Some of what you will be doing Act on behalf of the HCS Deputy Director of Field Operations to manage and direct a broad range of key administration functions, carrying out important statewide initiatives in support of HCS field operations and other assigned projectsPrepare executive-level briefing documents, talking points, and other supporting materials used in presentations to WA State and DSHS leadershipLead statewide meetings with managers and staff on coordination of service delivery, training, and business needs; ensure consistent, effective execution of processes and policy change across HCS Field OperationsCollaborate with DSHS's Office of Communications regarding the creation and implementation of communication strategies to ensure that more than 1200 field staff understand how their work connects to the Division's mission, vision, values, and strategic planServe as the lead point of contact for major, ongoing work products, action plans, and projects, often determining and making work assignments to other program managers and administrators in the field, and ensuring that quality, timely work products are deliveredLead coordination in support of HCS statewide field budget, purchasing, expenditure approval, project tracking, and coordinating quality assurance checksSupport the development of policies and procedures governing HCS facilities, emergency management, telephony infrastructure, vehicle operations, safety, and operational contractsOrganize and lead a statewide workgroup, with field representation from each office or team across the state, which includes communication strategy and person-centered, pro-equity guiding principles You are poised to achieve leadership milestones in your first 6 months: Forging a collaborative partnership with the Deputy Director of Field Operations, cultivating valuable connections with regional leadership, and conducting a comprehensive analysis of our foremost priorities and implementation requirements for the forthcoming year. Furthermore, you will proactively acquaint yourself with program changes, championing their alignment with the needs of both our dedicated staff and clients. You have begun to explore innovative avenues to enable our field personnel to fulfill their daily responsibilities with enhanced efficiency, all while ensuring safety, despite a reduced direct care labor market. The work you do directly impacts employee retention.   Who should apply Bachelor's degree* in social work, health or social science, public administration, or other closely allied field and **five years of experience within the DSHS Home and Community Services Division or similar social service agency.Demonstrated knowledge of program and project management tools, as well as continuous improvement, change management, and evaluation tools and methods.Demonstrated knowledge in analyzing, reviewing, and providing consultation on programs, budget, and management issues.Demonstrated knowledge of emergency and risk management practices and continuity planning.Progressively responsible experience in developing measurable goals and targets and monitoring organizational performance and progress.*Equivalent experience may substitute, year for year, for education. Preferred knowledge, skills, and abilities: Understanding of Lean processes; effectively influence change, guiding projects to include implementation or change management plansDesired technical experience with Microsoft tools, SharePoint, presentation tools, PM tools, database report analysisUnderstanding of legislative processes; public assistance programs; collective bargaining agreements; communication within large, public-sector organizations; budgeting, safety managementGuidance to others to ensure equity, access, and belonging are identified and incorporated into all plansSee why people like you chose careers with DSHS.
