The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.Purpose of the roleState Intelligence Predictions and Planning provides multiple functions that support the delivery of Incident Prevention and Preparedness Management and Operational Incident Response and Recovery Management capabilities. Within the branch a specialist planning function supports the development of hazard specific planning at the state, regional and incident level as well as planning for major events such as the Brisbane 2032 Olympic and Paralympic Games.Reporting to the Assistant Commissioner, State Operations you will be responsible for leading and managing the functions of the branch to build and promote strong professional partnerships, enhance interoperability, and work with key stakeholders to develop and strengthen community resilience, including to identify hazard and risk, and develop strategies that mitigate the effects of disasters in the community. You will also be required to develop and influence QFD and state government policies that achieve mitigating the effects of disasters and/or potential disasters on the community and the state.Your key accountabilitiesYour part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:Provide strategic advice and direction on the development of state and national strategies, frameworks and policies to enhance community safety and resilience.Lead and manage the implementation of cross-sectoral initiatives, research and delivery of risk based planning relevant to disaster prevention, preparedness, response and recovery activities.Lead the development of capacity-building, policy and governance strategies, including innovative technology and products as decision support tools that will:enhance relationships between community, government and non-government agenciesstrengthen planning, risk and performance management in the delivery of high quality community safety education services.Develop and maintain strong collaborative partnerships with internal and external stakeholders to influence decision making and foster commitment relating to community safety and emergency management.Represent and negotiate on behalf of QFD on high level meetings and working groups to build awareness and strengthen community resilience and risk mitigation activities to hazards and risks.Manage, prepare and review complex reports, submissions and briefings and ensure accurate and appropriate response to a range of ministerial and departmental correspondence.Manage human, financial and physical resources ensuring a culture of client service and performance management and actively engage in risk management activities which promote corporate governance.Promote a work environment which is accountable, fair and safe while promoting innovation, learning and effective linkages across policy, research, evaluation and reporting systems.CapabilitiesTo determine your suitability for the role, you will be assessed on the following Leadership Competencies for Queensland behavioural profiles that link to the "key accountabilities" for this role:Leadership Competency Stream – Program Leader(leading teams and/or projects)VisionLeads strategicallyLeads change in complex environmentsResultsDevelops and mobilises talentDrives accountability and outcomesAccountabilityFosters healthy and inclusive workplacesDemonstrates sound governanceOnce you join us we will want you to exemplify the QFD shared values:RespectIntegrityTrustCourageLoyaltyHow to applyPlease refer to the QFD Public Service Application Guide (All PS Classifications/Streams and Senior Officer) for information on how to apply for this role and contact us to discuss any reasonable adjustments if required.
