About the Aged Care Quality and Safety CommissionThe Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. We work to improve the lives of older people by maintaining the integrity of the aged care system.As the single independent regulator of Australian Government aged care services, we offer a variety of interesting and challenging jobs across most capital cities.It is an exciting time to join the Aged Care Quality and Safety Commission, with major reforms underway to improve aged care in Australia. You will be contributing to our role as the national regulator to safeguard and protect older Australians receiving aged care services.The Property Team service charter includes property, facilities, fleet, corporate services and office management nation-wide. On a strategic level, the role of the Property Team is to on a 24/7 and 365 day basis to provide a safe, secure and enjoyable environment for staff, visitors and third parties across the entire property portfolio. By way of example:'Safe' means absence of 'live' wires, trip hazards, issues with air conditioning or lighting etc.'Secure' means ongoing and unimpeded access to and from the office, integrity of records, information, assets and data.'Enjoyable' means absence of noise, dust, lighting issues, bright colours; provision of appropriate indoor air temperatures etc.About the RoleThe Director position has overall responsibility for the Property team and the provision of expert strategic advice in relation to property acquisition, accommodation, and asset management to the senior leadership group of the Commission.The Director provides strategic direction and guidance to the Property team.The Director has one direct report, being the Assistant Director EL1.As the role of the Property team is maturing, the team may take on new responsibilities over time and therefore, flexibility and the ability to engage positively with change is required.Position DutiesOversee the strategic operation of the Property team and develop strategic responses, reporting, problem solving and recommendations.Provide authoritative expert advice to the senior executive team on complex issues in the area of property and facilities management, leasing transactions, management and acquisition of property and routinely advise senior stakeholders on policy issues and solutions.Provide timely, expert advice and develop open and effective communication strategies for highly complex, contentious or sensitive matters.Proactively manage the Commission's property portfolio of assets consistent with high level policies and legislative requirements to ensure this strategically significant resource effectively supports Commission service delivery.Oversee critical projects, including developing and reviewing policies, professional standards and operating practices that enhance service delivery, budget effectiveness, efficiency and improved property outcomes.Deliver organisational objectives in the fulfilment and delivery of the property acquisition program to enable project delivery within required milestones.Provide strategic thinking and future planning and oversee change management initiatives and integrated approaches to comply with Commission-wide policies.Prepare and manage the Property budget ensuring expenditure is within set parameters and develop appropriate business cases to seek funding for property projects.Provide advice and recommendations to internal committees as the subject matter expert on property matters.Provide leadership and support individuals to achieve their potential and contribute to organisational goals and outcomes via performance development assessment plans.Where relevant, manage and monitor specific improvement objectives in annual improvement plans relating to the area of responsibility.Describe how the actions and outcomes of this role and the Property team may impact clients and the Commission's ability to deliver, or facilitate the delivery of, effective support and services.Pro-actively build and maintain positive relationships with senior executives, peers and stakeholders across the organisation and externally.Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's work health and safety (WHS) policies and procedures.Position Eligibility Requirements

(Selection Criteria)A relevant tertiary qualification and/or a minimum of 10 years of extensive experience in a property related field, preferably within a government context.Demonstrated experience working in complex property portfolio management and commercial or government leasing environments, applying statutory requirements.Demonstrated experience in successful program delivery and navigating change.Demonstrated knowledge of Commonwealth government procurement practices, including administration, budgets, forecasts and reporting and drafting of correspondence.Proactive approach with ability to learn on the job.Flexibility to travel to interstate locations.Valid driver's licence.Role Specific RequirementsMinimum of a Baseline security clearance or ability to obtain a minimum of Baseline security clearance.Position NotesSalary offered will be between $136,307 - $161,381 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.Only candidates who hold Australian citizenship can apply. Appointment is conditional on successfully completing a national police check.
