Primary purpose of the role
With a significant degree of autonomy and independence, Director Digital Technology & Chief Information Officer (CIO) will be required to lead and effectively manage the programs and activities within the section that support ARPANSA's key component areas.
Reporting directly to the Head of the Office for Business Support and the Chief Financial Officer/Chief Information Security Officer, the Director of Digital Technology & CIO will provide strategic leadership for the Digital Technology section. Additionally, this role will serve as the Deputy CISO, supporting the CISO in establishing and maintaining a comprehensive cybersecurity program for ARPANSA. The Director will offer expert advice on leveraging new technologies and platforms to create value and will guide the integration and assimilation of emerging digital technologies within the Agency.
This role is expected to drive the development of standards, governance processes and performance metrics to ensure the Digital Technology section delivers value to the Agency. It will manage the balance between growing the agility required to achieve digital strategy objectives and ensuring the core functions are reliable, stable and efficient.


The key duties of the position include:

Key accountabilities

Develop and support productive relationships with ARPANSA's Executives, Branches and Offices to influence how Digital solutions can enable new sources of value;
Plan, manage and lead the strategic and operational services of the Agency's Digital Technology Section;
Act as the Deputy Chief Information Security Officer, manage ARPANSA's cyber security program to ensure security measures applied to protect the agency's people, information and assets are proportionate with assessed risks, and ensure practice and procedures comply with the Australian Government Protective Security Policy Framework (PSPF);
Lead development for the Digital Strategy in line with agency objectives for innovation and service improvement;
Drive the development and implementation of leading practice policies, processes and systems to support agency and Government initiatives and priorities, particularly in the areas of Digital Technology;
Build and sustain effective relationships both internally and with external stakeholders, including professional associations, service providers and Government agencies to support the achievement of corporate goals;
Provide high level strategic and operational advice to ARPANSA's Executives on a range of Digital Technology issues, risks, initiatives and practices;
Lead organisational-wide technology related culture change initiatives in a dynamic workplace.




Eligibility

Our ideal candidate - job specific capabilities
To be considered for this position you will have a relevant tertiary qualification, proven knowledge and extensive experience in successfully managing contemporary approaches to strategic Digital Technology within a complex environment in the public or private sector. You will have a sound understanding of the Commonwealth's legislative and policy frameworks in these areas including a comprehensive knowledge of the Australian Government Protective Security Policy Framework and have experience in cyber security risk and threat assessment and management.
You will possess highly developed leadership and management skills, including the ability to lead change and develop Digital solutions that improve the agency's capability and performance. You will have a proven record of developing positive relationships and the ability to influence diverse stakeholder groups and staff.
You must hold Australian citizenship or possess permanent residency status leading to citizenship and be prepared to travel interstate from time to time as required. ARPANSA requires all new employees to obtain and maintain a Baseline security clearance (as a minimum) as a condition of engagement.
Selection criteria

Proven executive level leadership ability together with high level experience in successfully managing a range of Digital Technology strategies and frameworks within a corporate or public sector environment;
Demonstrated knowledge and understanding of Commonwealth legislative and policy frameworks, in particular the Australian Government Information Security Manual (ISM), and the information security requirements within the Protective Security Policy Framework (PSPF);
Demonstrated experience in the development and implementation of business continuity and disaster recovery plans which meet relevant standards;
Highly developed negotiation and conflict resolution skills to support stakeholders through change and manage sensitivities;
High level interpersonal and communication skills including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists;
Demonstrated capability to work collaboratively and build and sustain positive relationships with staff and a range of key stakeholders and clients;
Demonstrated ability to effectively balance team and individual responsibilities, manage competing demands and achieve outstanding results.
