The Aboriginal Health Council of SA (AHCSA) is the peak body representing Aboriginal Community Controlled Health and Substance Misuse Services in South Australia at State and National levels.
Our primary role is to be the 'health voice' for all Aboriginal people in South Australia.
We achieve this by advocating for the community and supporting workers with appropriate Aboriginal health programs based on a holistic perspective of health.

The Deputy CEO / General Manager, Sector Development leads a range of strategic activities to drive increased investment in South Australia's ACCHO sector, and to develop the sector's capacity and capability to support Aboriginal communities.
The position provides high level authoritative strategic and specialist advice and recommendations to the AHCSA CEO, Board and Member Services on complex sector development matters and advocates for the needs and priorities of the ACCHO sector at local, state and national levels.
The Deputy CEO / General Manager, Sector Development is a Full-Time, fixed term two year appointment.
The Deputy CEO / General Manager, Sector Development is accountable and reports directly to the CEO, and works collaboratively as a member of the AHCSA Leadership Team to ensure the achievement of AHCSA's objectives and strategic priorities.
The Deputy CEO / General Manager, Sector Development leads, coordinates and oversees the work priorities of the Sector Development Directorate and works collaboratively with AHCSA General Managers and their teams, providing specialist information and authoritative advice and collaborating on relevant cross-organisational matters.
The position also works closely with Member Services and other ACCHO sector stakeholders, government, other funding bodies, and peak bodies.
Statement of Key Responsibilities The Deputy CEO / General Manager Sector Development is responsible for, but is not limited to:
Advocacy for investment: Championing advocacy for sustained long-term investment and resource allocation in the ACCHO sector to ensure sustainable capacity building. Leading strategic planning discussions with Member Services to determine future priorities, options and opportunities for growth across the ACCHO sector, aligned to community needs, policy directions and evidence.Leading the development and execution of an ACCHO sector investment strategy to monitor and pursue opportunities to secure long term investment to grow the capacity and capability of the sector to serve its Aboriginal communities.Developing compelling evidence-based value propositions to clearly articulate the value of investing in the ACCHO sector, enhance the ACCHO sector profile and influence investor decision making processes.Engaging with government, philanthropic organisations, and other funders to advocate for long-term investment in the ACCHO sector.Working with individual Member Services to build commercial acumen and support them in pursuing investment opportunities to grow their organisations, aligned to their needs and priorities.Advising and making recommendations to the CEO, Board and Member Services on options, opportunities and strategies for sector investment.Employment strategies for ACCH sector: Designing and delivering strategies to increase ACCH sector employment, including a focus on increasing Aboriginal employment through ACCH sector training and career pathways. Overseeing the development of targeted recruitment campaigns to attract people to consider careers within the ACCHO sector.Facilitating partnerships with educational institutions, community organisations, and government agencies to create pathways for ACCHO sector employment.Leading the design of pipeline strategies to guide and support students and professionals entering the ACCH sector including through the provision of scholarships, traineeships, internships, mentorship, and leadership programs.Monitoring and reporting on employment trends to identify gaps and opportunities for increasing Aboriginal representation in health careers within the ACCHO sector.Working with government, key industry bodies and other organisations on shared strategies for health workforce development.Leading the development and implementation of workforce strategies that align with Closing the Gap priorities, specifically those aimed at increasing the representation of Aboriginal and Torres Strait Islander staff within the ACCHO sector.Workforce development: Leading development of the ACCHO sector workforce through targeted professional and leadership programs. Leading the co-design and monitoring delivery of workforce development strategies that align with the Closing the Gap priorities and enhance the skills and competencies of the workforce within the ACCHO sector.Leading the co-development and monitoring delivery of ACCHO sector leadership initiatives including processes for identifying emerging leaders within the sector and coordinating the provision of workshops, seminars, and coaching to advance ACCHO sector staff.Providing authoritative strategic advice and recommendations to Member Services on workforce recruitment, induction, training, supervision, and retention matters.Leading collaborative efforts to establish career progression pathways for ACCHO workforce, including through initiatives such as traineeships, mentoring and leadership development.Leading the investigation and analysis of alternative workforce models that have applicability for the ACCHO sector.Education and training: Leading the co-design and coordination of education and training products and pathways across the ACCHO sector, ensuring that training programs are aligned with the sector's cultural needs and priorities. Facilitating engagement with universities and other education and training providers to identify pathways for building sector capacity through advanced and tailored education.Maintaining training products and pathways for the ACCHO sector, including undertaking review and gap analysis to ensure relevance and quality.Leading the identification, coordination and delivery of education and training specific to the ACCHO sector.Recruitment and retention: Leading the co-design of strategies and solutions with Member Services to sustainably attract, recruit and retain a skilled workforce in the ACCHO sector. Facilitating the co-design of workforce attraction, recruitment and retention strategies with Member Services that align with the Closing the Gap priorities, and providing guidance and support for Member Services in implementing strategies.Facilitating regular engagement with Member Services on workforce matters to share information and learnings and inform needs assessments, identification of gaps and targeted solutions.Monitoring workforce trends and issues for the ACCHO sector and providing leadership and specialist advice to Member Services on contemporary and innovative approaches to improve staff recruitment and retention.Providing specialist advice and support to Member Services on succession planning to ensure continuity and sustainability of the workforce.Cultural leadership: Facilitating engagement with key stakeholders to improve the capacity of mainstream health services to respond in a culturally appropriate manner to the health needs of Aboriginal peoples. Leading engagement with Member Services to build strong connections and understanding of the needs of communities they serve, their cultural obligations and ways of doing things to inform the work of AHCSA.Leading advocacy efforts to promote cultural sensitivity and inclusivity within all health care policies and practices.Collaborating with Member Services to co-design best practice guidance regarding holistic healthcare provision for distribution across the health sector.Facilitating partnerships with mainstream health services to share knowledge and expertise about working with Aboriginal clients and communities to improve the cultural appropriateness and inclusivity of mainstream health care and practices, including provision of training and resources.Monitoring and evaluating the effectiveness of culturally appropriate care initiatives to drive continuous improvement.Resource sharing and capacity building: Identifying and realising opportunities for resource sharing among Member Service and AHCSA to uplift operational capacity in areas of common need across the ACCHO sector. Identifying common resource needs across Member Services and facilitating collaborative processes to support the pooling of resources.Facilitating cross-sector collaboration to share expertise, best practices, and knowledge.Conducting needs assessments and gap analysis processes with Member Services to identify areas that would benefit from targeted capacity building approaches or AHCSA-led service delivery support.Knowledge sharing culture: Creating and promoting a culture of knowledge sharing that facilitates learning and a sense of unity among Member Services and AHCSA. Overseeing the establishment and maintenance of platforms and forums for exchanging knowledge, experiences, and lessons learned across Member Services and AHCSA.Overseeing a process for documenting successful practices and case studies to inform program planning and decision-making across the ACCHO sector.Facilitating the delivery of mentorship and peer learning opportunities for staff of Member Services and AHCSA.Deputy CEO duties: Overseeing the day to day operations of AHCSA and building and maintaining strong relationships with key partners and stakeholders to support the achievement of organisational goals and objectives. Working closely with the CEO to develop and execute strategic operational plans and oversee systems to ensure excellence and efficiency in all aspects of AHCSA's work, in line with organisational goals and objectives.Providing high level support and advice to the CEO and Board on matters relating to organisational performance, challenges, and opportunities.Promoting workplace practices aligned to AHCSA's values, fostering a culture of collaboration and accountability, and supporting staff to build collegiality across teams.Representing AHCSA at a range of forums and promoting the work of AHCSA and the ACCHO sector.Establishing and maintaining strong relationships with key stakeholders and partners connected to the work of AHCSA and its Member Services.Undertaking other reasonable duties as directed by the CEO.Team Leadership: Providing effective leadership and management of the Sector Development Directorate to support delivery of high quality and responsive functions. Overseeing and monitoring the quality of the Sector Development Directorate's work and ensuring alignment with organisational goals and objectives.Leading regular team planning processes to determine the work program and priorities for the Sector Development Directorate.Establishing systems and processes to facilitate information sharing and collaboration to build Sector Development Directorate capability and capacity and support team cohesion.Facilitating processes to ensure team members understand their roles and receive regular feedback and appraisals on their performance.Gathering and contributing input from the perspective of the Sector Development Directorate into organisational strategic planning processes.Promoting the work of the Sector Development Directorate across AHCSA and identifying opportunities for team development.Overseeing the delivery of strategic projects led by the Sector Development Directorate.Fostering a collaborative and innovative work environment for the Sector Development Directorate.Educational/Vocational Qualifications Substantial postgraduate experience relevant to the position, or equivalent skills and extensive, diverse experience gained through previous roles, service, or study demonstrating a strong combination of experience, expertise, and competence sufficient to perform the duties of the role.
