The position is located in the Information Management Division, Office of the Executive Director, Bureau of European and Eurasian Affairs and Bureau of International Organizations Affairs (EUR-IO/EX-IM), Department of State (DoS).

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; Capacity to "see the job through." Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - The incumbent is thorough when performing work and conscientious about attention to detail. Customer Service - The incumbent works with clients and customers to assess their needs, provide information and assistance by resolving their problems and satisfying their expectations, and knows about available products and services while providing excellent customer service. Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information. Makes clear and convincing oral presentations and listens to others' input. Attends to nonverbal cues and responds appropriately. Problem Solving - Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes recommendations. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills, and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: NOTE: Experience identifying and implementing new methods and technologies that offer advances in data access, efficiencies, security, and data analytics. Experience developing and leading studies and focus groups to improve the quality and effectiveness of information campaigns aimed at increasing customer satisfaction and awareness. Experience supervising and managing development of IT initiatives, programs, and projects. Experience adopting stakeholder research and data analytics to advise senior officials on data and information communication strategies. In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
