The Civil Maritime Sustainment Branch (CMSB) provides the ABF's air and maritime surveillance capability within Australia's Exclusive Economic Zone (EEZ). This includes operating a fleet of vessels crewed by ABF officers who perform strategic patrols, tactical surveillance and on-water law enforcement activities within the EEZ. The Branch also manages contracted surveillance aircraft, satellite, sensor systems and logistics support to civil maritime operations. CMSB operates in a complex, challenging and changing environment that is characterised by a high tempo of civil maritime operations. Our ideal candidate Our ideal candidate will be responsible for planning, leading and managing complex High Risk, High value (HRHV) contract management and/or procurement activities. They will possess sound critical analysis and reasoning skills to identify and address complex issues relating to HRHV contracts, ensuring the Department obtains value for money through satisfactory contractor performance. Strong writing skills, time management, liaison and negotiation skills are essential for communicating with staff and collaborating effectively with internal and external stakeholders. Duties and responsibilities The responsibilities of the Contract Manager will vary depending on the complexity of the contract. Responsibilities may include: Lead a team to deliver high quality outputs within specific timeframes. Coach, mentor and provide on-the-job training for staff to ensure a professional, skilled and high performing team. Manage contracts and deliver all aspects of sound contract management practice. Provide advice, reports, plans and high-quality written briefs to the Executive on business, contractual and financial aspects of the contracts. Build and maintain strong and effective relationships with partners and stakeholders. Apply sound understanding, critical analysis and reasoning skills in identifying and addressing complex and/or sensitive issues. Support budget development, financial management and forecasts. Demonstrate and foster a positive workplace culture. Additional information Strong communication skills including the ability to establish and maintain relationships with internal and external stakeholders. Strong negotiation and representational skills. Certificate IV or Diploma of Procurement and Contracting or ability to attain. Experience in leading and managing a team. Experience in administration, business governance, audit or assurance is highly desired, but not essential. Experience in the maritime and/or aviation environment is highly desirable, but not essential. Experience in HRHV contract management and risk management in a complex and changing environment.
