The Fred Hollows Foundation (The Foundation) is seeking a consultant/s to prepare a Guidance Manualthat consolidates and builds on existing guidance on applying an intersectional GAPSED+ approach to equity and inclusion across the program management cycle.GAPSED+ is The Foundation's organising framework for addressing inequities in access to eye health care.The GAPSED+ Framework was designed as a tool for understanding who is most marginalised and excluded in terms of access to eye care in each context and to ensure that our work targets the needs and respects the human dignity of these specific groups and communities.Being aware that issues of inequity shift across space, place, and time, the GAPSED+ domains provide a mirror, not a prescription, for identifying relevant domains in all contexts.Purpose of this assignment: Review existing Fred Hollows Foundation guidance (together with The Foundation's Result and Impact Framework) and prepare a findings report: Detailing strengths and gaps in existing equity related indicators and GAPSED+ Guidance Providing recommendations and priorities for development of improved and consolidated GAPSED+ Guidelines to enable The Foundation to deliver on our new global strategy, with regards to equity and inclusion in eye health, and in alignment with global frameworks standards and conventions (such as SDGs, WHO UHC, UNCRPD, CEDAW etc) as well as our own Human Rights, Equity and Inclusion Policy .The report will be no longer than 15 pages and will be complemented by a presentation and PowerPoint deck which the consultant will deliver to internal stakeholders to inform development of the guidelines.Prepare an evidence-based Guidance Manual  that consolidates and builds on existing guidance on applying an intersectional GAPSED+ approach across the program management cycle.The manual will be no longer than 45 pages but is expected to include annexes and links to tools, templates, resources, and guides as required.It should include detailed, practical guidance on: Building partners' capacity and buy in  regarding the importance of equity analysis to inform program planning, target setting, implementation, operational research and MERL, with the intention that all projects will adopt the GAPSED+ approach.Planning and conducting an intersectional GAPSED+ Analysis  (whether conducted in-house or with support of external consultants) and knowledge translation processes to ensure findings and recommendations adequately inform country strategy or program design, inception, target setting and the determination of strategies to achieve them, as well as project implementation, operational research, project monitoring, evaluation, and learning.Collecting and analysing disaggregated data  – building on existing guidance around sex, age and disability to incorporate indigeneity and ethnicity and the other GAPSED+ domains, including with an intersectional lens.This should also include guidance on equity indicators (in line with The Foundation's Results and Impact Framework), sample instruments to gather information on indicators, methods for interpreting the collected disaggregated data and mechanisms for communicating findings with key stakeholders to inform ongoing program planning and improvement.It should also include guidance to enable simplifying data collection and analysis, including practical examples of digital platforms and other innovations that could be used to facilitate data collection and analysis.Conducting knowledge translation and sense making activities  to ensure evidence, findings and recommendations are adequately understood and considered by key stakeholders and used to inform ongoing program planning and improvement with regards to equity and inclusion in eye health.Engaging with community members and representative organisations  such those for women, older persons, indigenous people(s) and ethnic minorities, and persons with disability etc, in ways that ensure their effective and meaningful participation both across the project management cycle and in relation to health systems and services, while also ensuring accessibility of venues, systems, processes and communications, appropriate safeguarding, ethical practice and adherence with "Do No Harm" principles.The guide should serve as a ''one-stop-shop'', with end users (The Foundation's global and country program staff and partners across the project cycle) in mind, ensuring ease of access with links to further information, tools or resources as required.It should be instructive while supporting the capacity development of staff and partners.The guidance should also provide easy to use checklists at the end of relevant sections.We seek approaches that: Involve staff members from various regions and roles in the development process.Use a variety of interactive content formats such as videos, case studies, quizzes and interactive exercises to engage the audience.Make the content easy to digest, considering language and cultural differences and uses real world examples, where possible.Provide practical guidance including tools, templates and resources for our staff and partners that may be directly applied to programming work.Consultant Selection Criteria: The Fred Hollows Foundation welcomes applicants from diverse backgrounds and people with lived experience of disability or other forms of social marginalisation to apply for this consultancy.Required Experience: At least 10 years' experience in: Capacity development within the international development sector (including the development of training / guidance manuals).Advising on policy, program and/or capacity development to INGOS, governments and/or multilateral organizations with a focus on equity and inclusion.Conducting rigorous literature reviews and presenting findings.Designing strategies, programs and projects in an international development context.Monitoring and evaluating programs and projects with a specific focus on equity and inclusion dimensions.Example(s) of previous similar work.Knowledge/ Skills/competencies: Advanced knowledge and skills in the application of GEDSI (or equivalent) frameworks and an intersectional approach to public health and international development programming across the project management cycle, including in operational research and monitoring, evaluation, and learning.Demonstrated capability in analytic and strategic thinking.Highly developed written and oral communication skills.Highly developed interpersonal and presentation skills.Able to produce documents that are accessible for persons with disability including those using a screen reader.Demonstrated ability to work in a culturally diverse environment with strong cross-cultural communication skills.Ability to work independently.Academic Qualifications: Post-Graduate academic qualifications in International
