The Opportunity
The Department of Parliamentary Services (DPS) is seeking highly motivated, professional and service focused Parliamentary Executive Level 1, Commercial Operations Finance Lead within the Commercial Operations Branch.
Australian Parliament House (APH) Canberra is the meeting place of our nation and is one of our nation's most important buildings.

The Department of Parliamentary Services (DPS) supports the functions of the Australian Parliament and the work of parliamentarians.
The iconic building welcomes over 725,000 visitors each year including some 127,000 school children.
It is home to some 1,300 people working across the building, rising to more than 3,500 people on sitting days and peaking at around 10,000 people in the building on the busiest day of the year each Budget Day.
Through the Commercial Operations Branch, the APH Catering and Events Team and Recreation and Tenancy Team deliver high quality customer service to politicians, building occupants and external clients.
Who we are looking for
The successful applicant will have professional experience in the achievement of strategic objectives through utilising well developed conceptual and analytical skills.
Experience in finance planning and budgeting, financial and risk management, financial reporting and compliance and procurement is required.
The applicant will work collaboratively with others across the Branch to display initiative in achieving financial outcomes, successfully delivering against tight deadlines in a fast paced and demanding environment.
It is expected the applicant demonstrates strong numerical, critical analysis and problem-solving skills.
The successful applicant will contribute to the assessment of staffing levels, appropriate cost of goods and roster costings.
Tertiary qualifications in areas such as Accounting, Finance or commerce with professional membership or working towards are desired.
Job Specific Requirements :
The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Immediate supervisor:
Assistant Secretary, Commercial Operations Branch
Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Executive Level 1 classification.
The duties will include, but are not limited to, the following:

Finance Planning and Budgeting: Develop and manage the annual budgets for Australian Parliament House Catering and Events, and Recreation and Tenancy.
This includes expenses, pricing commercial arrangements, monitoring budget performance including the profitability, revenue, pricing structure, labour spend, and cost of goods sold across the various businesses.

Financial Management: Analysing the business performance, including profitability, revenue, pricing and cost of goods sold.
Ensure accurate and timely recording of financial transactions in compliance with accounting standards and regulations and review financial reports and statements to identify areas for improvement and cost saving opportunities, CPI increases and audits, roster costing.
3.
Risk Management: Identify and assess financial risks facing the Commercial Operations Branch and develop strategies to mitigate them.
Implement internal controls and procedures to safeguard assets and minimise the risk of fraud or financial mismanagement.
4.
Financial Reporting and Compliance: Prepare financial reports for the Assistant Secretary including monthly, quarterly, and annual financial statements and ensure compliance with all statutory reporting requirements and regulatory obligations.
5.
Procurement: Working in a timely manner with the departments procurement team to ensure best outcomes with negotiated contracts across the Branch from a quality and financial standpoint.

Continuous Improvement: Provide significant contribution to innovation and continuous business process improvement.

Conditions of Employment

Australian citizenship
– to be eligible for employment with DPS, applicants must be an Australian Citizen.
Security clearance and character clearance
– the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
Health assessment
– a pre-employment health assessment will be required where there are physical or medical requirements for the role.
