Job Title: Commercial CoordinatorEmployer: DFP Recruitment Client – State GovernmentPosition Type: 6 month Full Time Casual Temporary Contract – ASAP start!Pay Rate: $60-67 per hour + SuperLocation: Perth, WA 6000Key Responsibilities:Drafting/writing of key project documents such internal memoranda, justifications for funding and expenditure, change requests, management plans, monthly reports, official letters and correspondences, and papers for the Project's Steering and Control Committees.Coordinates with other project control functions such as project scheduler and external advisors to provide informed advice to the Project Director on project performance or areas of concern.Management and administration of project budget and finance processes to identify potential areas of overspend or underspend, and subsequent management of required change processes.Preparation of cost estimates and risk assessments for low-to-medium complexity contracts.Project manages the development, tendering and execution of medium complexity contracts which directly relate to Transperth Train Operations' METRONET Railcar Procurement, Bellevue Depot and Nowergup Depot upgrade projects.Establishes and maintains strong working relationships with internal and external stakeholders in relation to project/contract development and deliverables and provides feedback to the Contracts Manager, Project Director and other stakeholders as required.Calls and evaluates tenders/quotes and awards contracts consistent with the Public Transport Authority's (PTA) policy requirements, government policy and legislation.Development of key contract management documentation including contract management plans.Provides advice and support to the METRONET Railcar procurement project team on contract management issues.Evaluates and recommends contract variation proposals with a view to improving contract outcomes.Maintains contract records to ensure a full and complete record of all contracts, including contract variations, claims, and other documents of a commercial nature.Monitors, records and prepares regular reports on contractor performance.Identifies improvements to the methods and procedures used for the administration of contracts within the project.Evaluates requests for contract variations, prepares the appropriate contract variation documentation and ensures appropriate approvals are obtained.Assists with the financial analysis and modelling of contracts.Monitors currency and compliance of contractor insurances, securities, deliverable submissions, and other obligations.Verifies contractor's invoices are in accordance with the terms of the contract and recommends the invoice for payment.Assists the Contracts Manager and Project Director in resolving contractual disputes or issues raised by the contractors or other project stakeholders.Prepares documentation for internal and external audits.Liaises with and manages the interface with other relevant government agencies, local authorities and the public to ensure coordination of works and services associated with contracts and good public relations.Assists with document control duties as required.Writing of meeting minutes and agendas.Undertakes other responsibilities as required.Essential to be successful in this role:Highly developed writing and comprehension skills with the ability to prepare a wide range of documents including to convey complex project matters to various stakeholders and obtain approvals.Demonstrated experience in tendering, contract development and contract administration.Demonstrated contract and commercial management skills and experience with low to moderate complexity infrastructure and/or manufacturing and/or transport contracts.Knowledge and understanding of procurement policies and procedures for the public sector.Well-developed knowledge of and experience in the interpretation of contracts and legislation and providing advice to relevant stakeholders to facilitate informed decision-making and approvals.Demonstrated experience in commercial activities relating to budget analysis and forecasting, insurance related matters, performance monitoring, schedule, and risk assessments.Project management experience in relation to transport.Current valid NPC or ability to obtain one.Current valid WA DL "C" Class.How to apply:If you meet the above requirements and would like to apply, please respond to this email.
