Overview The Project Controls Specialist is an experienced professional individual contributor specializing in project cost and schedule forecasting using the associated Project Cost Management systems. The role directly reports to the Project Manager and routinely interacts with Senior Management and Regional Operations.
Responsibilities Responsible for project Cost Forecasting, Scheduling/Planning, Progress Measurement & Reporting, Change Management & Risk Management facilitator. Develops the WBS and CBS for control and requirements as defined by the contract and execution plan. Develops integrated EPC cost and schedule program including reporting. Develops and maintain progress measurement system applicable to the project. Analyzes cost and schedule data including the PSR and recommends solutions or recovery plans to impacts or delays. Monitors status of risks & opportunities as well as cost and progress trends. Understand contract requirements, and risk management and mitigation. Ability to setup and maintain a progress measurement system. Determine the cost breakdown of the control estimate into JDE. Coordinate and manage the project cost report and forecast. Manage JDE change order processing, project cost analysis and reporting. Quantity trending in the development of quantity adjustments to the forecast. Manage tracking of direct and indirect expenditure, including forecasting. Manage tracking of the man-hour expenditure and projection. Provide and maintain cost forecast work sheets supporting the forecast process. Manage tracking of the construction equipment and consumable usage and projection. Proficient with Earned Value Management, VOWD and Accruals & progress measurement. P6 & Scheduling experience a definite asset. Advises Project Management of forecast risks as soon as they are identified. Regularly interfaces with Senior Management and Clients. Qualifications Normally requires a minimum of two years of experience in planning/scheduling and/or cost engineering or equivalent experience in other functional areas. 1-3 years Construction/Operations Experience preferred. 3+ years of experience in Cost Management in appropriate Construction industry. Skills and Behaviors Business presence and polish. Knowledge of CB&I products and markets. Proactively identifies and solves the complex problems. Strong analytical and problem-solving skills.
