APS Level 6 $92,970 - $104,883 Canberra, Sydney, Melbourne, Adelaide, Perth, Hobart, Brisbane About the Aged Care Quality and Safety Commission The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. The role of the Commission is to protect and enhance the safety, health, wellbeing and quality of life of people receiving aged care. The Commission is the national end-to-end regulator of aged care services and the primary point of contact for consumers and providers in relation to quality and safety. Our vision is to support a world-class aged care system driven by empowered consumers who enjoy the best possible quality of life. We aim to build confidence and trust in aged care, empower consumers, promote best practice service provision, promote quality standards and hold providers to account for their performance against the expected standards of care. About the Team Enterprise Portfolio Management Office (EPMO) The purpose of the EPMO is to ensure that positive intentions are guided by disciplined program, project and change governance, resulting in the realisation of benefits in line with the Commission's strategic objectives. The EPMO is comprised of three function and service areas: Governance and ToolsImplementationQA, Audit and Analysis Governance + Tools: Development and maintenance of Program, Project and Change Governance and Management templates, frameworks, artefacts, tools, reporting and forums. Implementation: Enable implementation including provision of advisory and support services and capability uplift for enterprise-wide use of Program, Project and Change Governance and Management templates, frameworks, artefacts, tools, reporting and forums; provision of implementation resources, including Program/Project Managers, Project Coordinators, Change Analysts and Change Analysts (in hub n spoke model). QA, Audit + Analysis: The provision of QA and audit services and data analysis to ensure program, project and change data quality and integrity and to interpret and present data to inform enterprise-wide decision-making, prioritisation, risk and change management and benefits realisation. About the Role The Change Analyst will support, manage, monitor and contribute to the EPMO Change Management capability and service offering. The Change Analyst will work closely with project team(s), other team members, subject matter experts (SME) and project sponsors to efficiently deliver change management as per the EPMO's Change Management Framework. Position Duties Facilitate the change management requirements as laid out by the Change Management Framework on assigned project(s).Use the appropriate Change Management Framework tools and Altus PPM Tool to manage the change requirements and report on progress at various forums.Work with the internal communications team and Culture and Capability team to build communication and training products as required by the project(s).Present in forums, to inform stakeholders of progress and communicate actions required.Report Program Status to the EPMO Leadership Team – raising risks and keeping the schedule for delivery on track.Report Program Status to the Senior Director and Executive Director as required.Under the direction of the Director Change, support and assist the overall uplift of change capability.Support the preparation of the wider organisation for the implementation of key project objectives.Delivery of key change management activities as laid out in the Change Management Framework, including Change Impact Assessments, Stakeholder Analysis, Change Readiness Assessment, Change and Communication Plans and Training Plans.Self-manage and prioritise workload to meet deadlines and team goals.Develop and maintain relationships with key internal and external stakeholders.Use judgement to monitor, triage and escalate issues in a timely manner.Use and maintain systems and processes to track and report on project change deliverables.Preparing reports for PAGG (Program/Project Advisory Governance Group) and other committees and forums regarding the status of the Program, associated risks, dependencies and issues as they arise.Position Eligibility Requirements (Selection Criteria): To be successful in this role you will need to demonstrate the following: Excellent attention to detail and experience preparing high quality written material, including change management artefacts, reports and engaging communication pieces.Well-developed interpersonal communication skills and the ability to liaise with a range of stakeholders.Sound judgement skills, with the ability to research, critically evaluate and synthesise information into considered advice.Ability to prioritise competing demands in a fast-moving environment and work independently and as a part of a team.Willingness to learn and maintain business and sector knowledge relevant to the role.5+ years' experience in a similar role.Certification in a change management discipline and/or relevant tertiary qualifications and/or knowledge, skills and experience.Desirable requirements: Experience using PPM Tools, Power BI and Agile approaches to Project Management.Experience with organisational development, change or business improvement programs.Understanding of the Commission's internal and external operating context.Position Notes: Salary offered will be between $92,970 - $104,883 per annum depending on skills and experience.
