This position is responsible for ensuring that the project is compliant in adhering to HVNL/Co R obligations, community expectations, training requirements, and general road safety. Qualifications Qualifications in relevant Co R activities (advantageous) e.g.: TLIF0006 Administer a Fatigue Risk Management System Load Restraint Awareness Training Dangerous Goods transportation Lead auditor certificate (desirable) White Card Drivers Licence Experience Familiarity with the Heavy Vehicle National Law (HVNL) Familiarity with Chain of Responsibility (Co R) obligations Conducting Co R / safety audits Assessing vendor qualification documentation to ensure it conforms Working and communicating with vendors and other relevant stakeholders by delivering presentations, conducting meetings, e-mail and phone Investigating incidents / ICAM (preferred) Direct conversations with vendors relating to conformance / compliance and ensuring accountability. Influencing and creating documentation such as risk assessments, SWMS, JHAs Sound knowledge of NHVR permitting, including NHVAS Required Competencies Sound influencing, negotiation and problem-solving skills Strong Initiative and proactive nature Key collaborative skills Well-developed time management skills High attention to detail Exceptional knowledge and ability in the use of the Microsoft Office Suite, including Word, Excel, Outlook and Power Point Timely reporting capabilities Excellent written and verbal communication skills for effective collaboration with project teams, stakeholders, and transportation authorities. Core Accountabilities and Responsibilities Oversee day-to-day traffic and transport Co R governance activities within the Snowy 2.0 Project's construction areas, ensuring adherence to safety and regulatory standards. Collaborate with other project teams, such as vendor management, procurement, safety and commercial, to coordinate vendor pre-qualification and on-boarding. Collaborate with vendors to understand and hold them accountable for closing out gaps relating to Co R conformance. Ensure that traffic and transport activities comply with safety regulations and industry standards. Investigate known breaches of Co R / road safety. Maintain accurate records of incidents, non-conformances, investigations and / or complaints received regarding Co R. Conduct regular desktop and in-field audits on heavy vehicle mass/dimension, load restraint, speed, fatigue and roadworthiness. Make informed decisions on conformance based audit results and record / deliver feedback to vendors. Maintain accurate records of permit requirements, e.g. load management declarations. Engage with external consultants where required to establish training events, internal procedures, etc. Arrange, coordinate and / or deliver training within the project for those in roles involved in the Chain of Responsibility (Co R). Participate in reviews of internal operational documentation, such as SWMS, JHAs, risk assessments. Identify opportunities for process improvement and efficiency in traffic and transport operations.
