About our team Regional Operations | Onshore Detention | Detention Contracts Management Unit | Onshore Health Contracts / Onshore Detention Contracts. The Detention Contracts Management Unit (DCMU) plays a critical role for the Australian Government in supporting Immigration Detention through strategic governance and contract management of commercial onshore service providers. This includes professionally administering two main contracts, the Immigration Detention Facilities and Detainee Services Contract and the Immigration Detention Health Services Contract. The primary objective is to maintain the welfare of detainees while continuously improving the effectiveness and efficiency of services provided under the contract/s. DCMU is responsible for maintaining productive relationships while providing guidance and advice to operational staff, service delivery providers, and external scrutiny bodies to meet contract administration requirements, exercise evidence-based decision making, and enable value for money outcomes for the Department. Our ideal candidate Lead the team(s) in managing high risk, high value contracts to support ABF operational delivery fostering a dynamic and progressive atmosphere in an ever-evolving, forward-thinking environment. Effectively communicate, liaise, negotiate and maintain collaborative relationships within the ABF, across the Department and key external stakeholders (service providers) to deliver beneficial outcomes to the Australian Border Force (ABF). Duties and responsibilities The specific duties of an EL1 Inspector (Contract Management Officer) may (depending on their specific role) include, but are not limited to: Conduct and manage complex contract management preparation and ongoing contract management activities that effectively support ABF operations. Lead effective and influential communication with internal and external stakeholders and provide complex contract advice. Manage and conduct financial management activities and conduct contract risk management. Lead monitoring and performance activities for compliance against contract provisions, including contract deliverables, service level agreements and financial management, and analyse and reconcile monthly service level reporting within the contract performance management framework. Providing flexible and responsive support to the Contract Administrator and Contract Manager as required, supervise staff and other administration duties as requested. Additional information The Contract Management Officer (EL1) is an experienced officer who will be responsible for providing contract administration and contractual support to the Contract Manager (EL2) by utilising skills such as: Strong attention to detail, writing skills and organisation and prioritisation skills, strong analytical and problem-solving skills, with the ability to provide concise advice on complex issues. Confidently communicate and liaise with internal and external stakeholders, and service providers. Act professionally at all times and operate within the boundaries of organisational processes and legal and financial constraints. Knowledge of the Australian Government financial framework and financial reporting requirements. Competency in a range of professional skills including relevant experience in procurement, contract management, and/or stakeholder management whilst working under limited direction. Qualifications A minimum of Certificate IV in Procurement and Contracting or equivalent on commencement or shortly thereafter.
