The Biosecurity Plant and Science Services Division (BPSSD) takes a regulatory approach to the implementation of effective border controls to manage biosecurity threats. The Division provides a contemporary, responsive, sustainable, intelligence-led and science-based plant biosecurity system that protects Australia's plant health status. The work of the division supports agricultural productivity, competitiveness and market access for plant and plant products imports and exports.
The division conducts plant pest and disease risk analyses, develops and implements risk mitigation measures and works collaboratively to strengthen Australia's plant pest prevention, preparedness and response capabilities both within Australia and regionally. The division also provides husbandry services for animals and plants through its post-entry quarantine facility.
The Post-Entry Quarantine (PEQ) is responsible for the post-arrival quarantine of plants and animals at the Mickleham Post-entry Quarantine Facility located on the outskirts of Melbourne. The Mickleham PEQ Facility is purpose-built for accommodating high-risk plants, horses, cats, dogs, ruminants, birds, and bees while undergoing post-entry quarantine. Working in partnership with plant scientists and veterinarians, we ensure that all plants and animals passing through the facility meet all necessary requirements to demonstrate compliance with the regulatory requirements for their safe import and that the health and welfare of the plants and animals is maintained throughout the period of their stay in PEQ.
The management of plant species within quarantine involves the highest level of physical containment undertaken at the PEQ facility (Biosecurity Containment Level 3 and level 2). The Biocontainment team will work alongside the operations team to manage all Biocontainment aspects which support the operations of the building and the commodity imports that pass through these facilities. This is a seven-day-a-week, 24 hours a day operation.
The Job We are seeking applicants who are energetic, resilient, capable, and driven, to enable the department to achieve its service delivery goals. A flexible approach to problem-solving and ability to use initiative is equally important.
Under limited direction, the successful candidate will perform a range of duties relating to the management of the plant biocontainment facility at the Mickleham PEQ site including glasshouses:
Management of the complex mechanical, electrical and hydraulic operations and maintenance of the physical biocontainment units to ensure required conditions for the quarantine of plant imports can be maintained.Management of the complex building and its services to ensure the requirements of all related BC3 and BC2 codes and standards for the quarantine of plant species are maintained.Provision of timely and accurate technical advice relating to complex issues involved in the management and operation of the physical biocontainment units.Significant stakeholder engagement and management with both internal and external stakeholders to ensure facility maintenance requirements do not impact biosecurity.Overseeing the regular and emergency maintenance requirements of the biocontainment units.Management of the annual facility and equipment certification requirements.Leadership and supervision of a small number of direct reports.Preparation of reports and maintaining computer-based and manual records as appropriate.Provision of technical input into the development of standard operating procedures, instructional material and training for operational teams.Promotion and ensuring compliance with department WHS policies and guidelines.Promotion and ensuring adherence to APS Values and Code of Conduct.Knowledge and Experience Experience in facility management, laboratory staff, or an engineering-related role associated with controlled environments.An understanding of the application of relevant regulatory codes and standards, which may include AS/NZS2243.3, DAFF AA 5.2 and DAFF AA 5.3.Understanding and knowledge of mechanical, electrical and other services required to operate and maintain physical containment requirements would be highly regarded.Experience with the use and maintenance of autoclaves would be highly regarded.Experience in dealing with a complex range of stakeholders including specialist trades, facility management providers, and government stakeholders.Understanding of the Biosecurity Act 2015 and other relevant legislative and policy frameworks would be an advantage. #J-18808-Ljbffr
