The Pacific Australia Labour Mobility (PALM) scheme allows eligible Australian businesses to hire workers from nine Pacific islands and Timor-Leste when there are not enough local workers available. The work is interesting, complex and meaningful; it involves detailed engagement with government agencies and external stakeholders from a range of backgrounds.
Reporting to the Assistant Director, Operational Policy or Assistant Director, Domestic Policy, the Senior Policy Officer is responsible for leading development, improvement and implementation of operational policy and/or domestic policy for the PALM scheme within the scope of identified projects and/or new policy initiatives.
The key duties of the position include: Contributing to development of operational policy and/or domestic policy advice through desktop research and analysis. Interpreting legal advice, drafting policy products for internal and external use and preparing correspondence, reports and briefs. Undertaking internal and external stakeholder engagement activities. Working collaboratively as an effective team member to contribute to policy outcomes, Operations Policy Branch coordination functions and the continuous improvement of PALM processes. Please note, under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency delegate has agreed, in writing. This is a designated security assessed position. The successful candidate will have the ability to obtain and maintain a Baseline (Operational Policy) or NV1 (Domestic Policy) security clearance.
This selection process may be used to establish a merit pool. The pool might be accessed to fill ongoing and non-ongoing vacancies for similar roles in the Department over the next 18 months.
