Who we areThe Finance Division supports the department to be efficient, effective, and financially sustainable through our business partnerships, the Finance Service Charter and our specialist centres of excellence. The division provides financial and management advice and support to the department, the offices of the minister and assistant ministers and to industry stakeholders. The division delivers on business objectives through the provision of high-quality customer service, advice and support and a nationally consistent approach to business, with consideration to the government's tight fiscal environment, its significant reform agenda and the department's imperative to maintain financial sustainability.
The Property, Infrastructure and Physical Security Branch leads the department's:
Partnership with the Director of National Parks and their stakeholders to design and deliver infrastructure projects that meet shared requirements and deliver economic benefit, while enhancing the natural and cultural values in the terrestrial national parks.Strategic approach to emergency management, security, property acquisition, management, maintenance, and disposal to drive sustainable commercial outcomes that contribute to long term asset planning and governance, while ensuring safety and compliance.The Infrastructure sections are responsible for the delivery of infrastructure projects within Commonwealth National Parks on behalf of Parks Australia. The infrastructure sections carry out construction activities across mainland (Booderee, Ulu?u-Kata Tju?a, Kakadu) and island (Christmas, Cocos/Keeling, Norfolk) parks. This work includes civil infrastructure, housing, energy projects, tourism facilities, and roads for a program developed in partnership with Parks Australia. These projects are delivered either directly by the department or through contracted project management suppliers.
The key duties of the position include:The successful applicant will lead an experienced, high-performing team in the planning, design, procurement, and delivery of building and infrastructure projects. As the Project Manager, you will be required to work with a range of stakeholders, including Traditional Owners, First Nations people, and their representative bodies, to define scope and manage the delivery of a diverse range of projects. You will have comprehensive project management and leadership skills and a demonstrated ability to engage with multi-disciplinary consultants and delivery partners to achieve successful project outcomes.
What we are looking forKnowledge and experience Our ideal candidates will have experience in client-side project management, capital works project management, contract management, and/or contract administration.
They will lead the delivery of projects, possessing a demonstrated ability to:
Lead the delivery of projects within an infrastructure and construction setting, including the ability to manage contractors, subcontractors, and stakeholders to achieve program, budget, and quality objectives.Lead multi-disciplinary project teams in a dynamic environment.Work effectively within different infrastructure delivery models.Lead commercial planning and project implementation in an environment of multi-faceted internal and external stakeholders' needs.Communicate and make decisions that are based on professional judgement and experience, evaluating risks in a complex operating environment.Work independently, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes.Build strong relationships and work remotely with a broad range of internal and external stakeholders, including Park management and operations, state and local government bodies, Traditional Owners and First Nations people, and their representative bodies.Apply risk management principles and practices in the context of high-value capital projects.Skills and capabilities Our ideal candidates will have a demonstrated ability to:
Lead and work as part of a team to deliver infrastructure projects to achieve program, budget, and quality outcomes.Solve complex problems and lead issues management for internal and external stakeholders, and work collaboratively, including through influence and negotiation, to achieve positive outcomes.Establish, develop, and maintain strong working relationships with a broad range of internal and external stakeholders.Communicate effectively including through high quality analysis, briefings, and reports.Ensure contract, commercial, and financial risk management activities are undertaken and managed to achieve project positive outcomes.Ensure compliance with legislative, financial, and administrative frameworks Commonwealth decision-making processes and agency guidelines and regulations.Apply highly developed project management and organisation skills to manage competing demands and meet deadlines.Desirable qualifications A relevant qualification in Project Management, Construction Management, or construction-related fields from an Australian tertiary institution, or a comparable overseas institution, and/or demonstrated equivalent industry experience would be considered favourably.
Citizenship - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.
Security Clearance - This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.
Pre-employment Check - Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance, and where required a pre-employment medical assessment, specified mandatory qualification(s) validation, and a probation period of 6 months for new engagements to the APS.
Driver Licence - You must hold and maintain a valid Australian motor vehicle driver licence.
